RESOLUTION NO. SGG 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NORTH KOHALA
COMMUNITY RESOURCE CENTER TO ASSIST WITH EXPENSES FOR THE
KOHALA HIGH SCHOOL 100-YEAR CELEBRATION.
WHEREAS, North Kohala Community Resource Center is a 501(c)(3) nonprofit
organization whose mission is to provide local support, funding, and education for projects that
benefit the community of North Kohala; and
WHEREAS, North Kohala Community Resource Center is requesting funds to assist
with expenses for sound system rental, porta-potty rental, security, public outreach, and fiscal
sponsor fees, which will serve a public purpose by benefiting, improving, or promoting culture
and the arts, educational concerns, and the needs of the poor, youth, the aged, and those with
physical or emotional disabilities; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Liquor Control to provide a grant to North Kohala Community Resource Center
for the expenses and purposes identified in "Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.

*49. In 2,000 characters or less, describe the project. The Kohala High School 100 Year Celebration Committee was
formed to begin planning for a community -wide celebration honoring Kohala High School's centennial. Kohala High
School has shaped generations of students who have gone on to become teachers, doctors, lawyers, cultural leaders,
and community contributors. In some families, four generations have proudly graduated from this school. This
centennial celebration provides an opportunity to honor past and present graduates, teachers, and staff, while bringing
alumni home to Kohala. Many graduates have moved away and not returned; this event will encourage them to
reconnect with their roots and community. By celebrating a century of education, commitment, and aloha, we
strengthen community bonds and honor the school's legacy.

The North Kohala Community Resource Center (NKCRC) serves as the fiscal sponsor for the Kohala High School
Centennial Celebration Committee, providing administrative, financial, and organizational support to ensure the event
is planned and executed successfully. NKCRC's role allows the committee to focus on community engagement,
programming, and honoring the 100-year legacy of Kohala High School, aligning with NKCRC's mission to empower a
thriving North Kohala.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Contingency Relief Funds requested will be utilized prior to the end of Fiscal Year 2025-2026 to support planning,
preparation, and event -related expenses necessary for the Kohala High School Centennial Celebration to be held in
Kohala on July 3-5, 2026. The centennial event will celebrate Kohala High School's legacy and feature reenactments of
beloved school traditions, including class competitions, intramural games, and class yells. A community parade will
offer alumni from every graduating class the opportunity to participate and celebrate their shared history. A designated
class reunion area will include tents for each graduating class to gather, reconnect, and share stories, as well as a
staging area where musicians, halau hula, and entertainers from Kohala can showcase local talent. In addition, each
class will present a history exhibit highlighting memorable events, achievements, and milestones from their years at
Kohala High School, helping to preserve and share the school's history with the broader community.
