Your Committee on Finance, to which was referred Bill No. 136, reports as follows:
Bill No. 136, transmitted by Mayor C. Kimo Alameda, via Communication No. 755 dated
February 27, 2026, relates to public improvements and financing thereof for the Fiscal Year July
1, 2026, to June 30, 2027.
This bill transmits the proposed Capital Budget for fiscal year 2026-2027 and the Capital
Improvements Program for the next six years from fiscal year 2026-2027 to 2031-2032, which
includes 45 projects requiring a total appropriation of $358.74 million of which $42 million are
intended to be funded by Federal Grants, $23 million to be funded by State Grants, $285.24
million to be funded in whole or part by bonds, and $8.5 million to be funded by private funds.
This bill includes the mayor's transmittal letter that describes "Funding Sources," "Debt
Service," "Capital Improvement Project," "Project Data/Financial Impact Statements," and "Fair
Share Contributions."
On May 19, 2026, pursuant to Section 10-4 of the Hawaii County Charter, the Council will
conduct a public hearing on the proposed Operating and Capital Budgets at the Hawaii County
Building in Hilo and provided videoconferencing at the West Hawaii Civic Center in Kailua-
Kona.
On April 14, 2026, Mayor C. Kimo Alameda presented this proposed budget on the first day of
the Departmental Budget and Program Reviews.
On April 15, 16, and 17, 2026, your Committee reviewed the proposed Operating and
Capital Budgets during the Departmental Budget and Program Reviews, then moved to
Council with a positive recommendation to be heard on May 21, 2026.
Deputy County Clerk Aaron Brown confirmed that pursuant to Section 10-2(a)(5) of the Hawaii
County Charter, the Mayor will be submitting an amended budget on May 5`h before proceeding
with amendments. Amendments, if any, may be transmitted for consideration at or prior to first
reading at the May 21, 2026, Special Meeting of the Council.

Your Committee on Finance is in accord with the purpose and intent of Bill No. 136 and
recommends its passage on first reading.
