A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO VIBRANT HAWAI`I
TO SUPPORT THE 2026 RESILIENCE CONFERENCE.
WHEREAS,Vibrant Hawaii is a 501(c)(3) nonprofit organization whose mission is to
convene conversations so that all wa'a(explicit actions) can travel toward a common goal,build
community awareness, will, and action from the foundation of our shared values, shift deficit
narratives, systems, and policy that perpetuate poverty and inequity, and implement strategies
that are developed and resourced by the community and reflect native intelligence; and
WHEREAS, Vibrant Hawai`i is requesting funds for expenses related to the 2026
Resilience Conference, including lunch for the presenters and participants, which will serve a
public purpose by benefiting, improving, or promoting educational concerns and the public
health and welfare of the people and the environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, in
accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Liquor Control to provide a grant to Vibrant Hawaii for the expenses and
purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

The Vibrant Hawai'i Resilience Conference is a two-day, in -person training held at the University of Hawai'i at Hilo,
designed to strengthen local capacity for disaster preparedness, response, and recover. The conference brings
together community leaders, volunteers, health professionals, nonprofit staff, faith -based organizations, and business
partners to build shared skills, coordination, and readiness before the next emergency. This conference is intentionally
practice -focused and grounded in real -world response conditions. Sessions emphasize coordination across roles, clear
communication, and locally adaptable approaches that support communities in the critical hours, days, and months
following a disaster. Between plenaries and keynotes, participants attend breakout sessions organized by track —six
sessions over two days —building skills progressively.

Vibrant Hawai'i is the backbone organization that designs, convenes, and operationalizes the entire effort as part of its
broader mission to strengthen community resilience across Hawai'i Island.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

53. In 2,000 characters or less, describe the measurable outcomes you aim to achieve with these
funds.
Vibrant Hawai'i aims to deliver clear, measurable outcomes that strengthen Hawaii Island's disaster readiness and
response capacity through the Resilience Conference. The program will train 150-200 participants, supporting both
participant reach and completion, while also advancing workforce readiness by certifying and preparing participants in
core response functions to create a larger pool of trained individuals ready for immediate deployment. In addition, it
will strengthen Resilience Hub capacity by ensuring participating Resilience Hubs have at least 2-3 trained
representatives, improving each hub's ability to activate, manage operations, and coordinate with partners during an
emergency. The conference will also emphasize operational application by conducting scenario -based exercises in
which participants successfully demonstrate role -based competencies, including communication protocols, resource
coordination, and safety decision -making. Through these outcomes, the Contingency Relief Funds translate into
increased local capacity, stronger coordination systems, and a more prepared, connected community capable of
responding effectively in the critical hours, days, and months following a disaster.
