A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO INTERNATIONAL -
KARATE LEAGUE KAMUELA TO ASSIST WITH EXPENSES FOR ITS KAMUELA
DOJO.
WHEREAS, International Karate League Kamuela is a subordinate organization of IKL,
Inc.,`both of which are 501(c)(3)nonprofit organizations,whose mission is to instill the core
values of honesty and sincerity, through which come faithfulness, respect, effort, and etiquette;
and
WHEREAS, International Karate League Kamuela is requesting funds to assist with
venue rental fees for its Kamuela Dojo, which will serve a public purpose by benefiting,
• improving, or promoting the public health and welfare of the people and the environment; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 9 are hereby transferred to the
Department of Liquor Control to provide a grant to International Karate League Kamuela for the
expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

IKL, Inc. (International Karate League), established in 1962 by Shihan Walter Nishioka, is the oldest existing karate
school originating from Honolulu, with dojos across the United States and members worldwide. International Karate
League Kamuela operates as a subordinate organization of IKL, Inc., a 501(c)(3) nonprofit organization. The Kamuela
Dojo implements IKL, Incas established youth karate instruction, which supports personal development by building
self-discipline, confidence, and respect, and encourages positive behavior through structured martial arts training. The
requested funding will support facility usage costs at the Kamuela Dojo, ensuring continued access to a consistent
training space for youth programming that promotes community well-being. IKL, Inc., emphasizes karate as a lifelong
discipline that builds interpersonal skills, respect, self-control, and the ability to resolve conflict peacefully. Students are
trained in discipline, focus, and personal responsibility, with a strong emphasis on non -violence and conflict de-
escalation. Following the passing of Sensei Richard Nakano, Yamamoto Sensei and supporting instructors lead
instruction at the Kamuela Dojo, upholding the organization's continuity and core values. As a volunteer -run nonprofit,
IKL, Inc., champions the development of better citizens through karate and guides youth toward constructive avenues
for personal growth and community engagement.

International Karate League Kamuela is the nonprofit organization directly responsible for implementing and sustaining
the Kamuela Dojo described above. International Karate League Kamuela operates as a subordinate organization of
IKL, Inc. The organization is entirely volunteer -run, with no paid employees.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

International Karate League Kamuela aims to enhance youth behavior by building students' skills in conflict resolution,
self-discipline, and personal responsibility. Participants practice de-escalating conflicts and avoiding physical
confrontation. Success will be measured through observed behavioral improvements, such as minimizing physical
altercations in school or community settings and consistently demonstrating respectful and responsible conduct. The
dojo will also promote sustained participation and long-term engagement, reinforcing positive behavioral outcomes
and supporting constructive life pathways.
