COUNTY OF HAWAI`I STATE OF HAWAI`I 1rE OF• '.� RESOLUTION NO. 573 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO NORTH KOHALA COMMUNITY RESOURCE CENTER TO ASSIST WITH EXPENSES FOR THE NORTH KOHALA COMMUNITY EMERGENCY RESPONSE TEAM. WHEREAS,North Kohala Community Resource Center is a 501(c)(3) nonprofit organization whose mission is to provide local support, funding, and education for projects that benefit the community of North Kohala; and WHEREAS,North Kohala Community Resource Center is requesting funds to assist with expenses for medical supplies and administrative fees,which will serve a public purpose by benefiting, improving, of promoting the public health and welfare of the people and the environment; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 9 are hereby transferred to the Department of Liquor Control to provide a grant to North Kohala Community Resource Center for the expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General • AMOUNT OF APPROPRIATION: $2,500 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $2,500 , CREDITED TO: 1010-21-25139 Department of Liquor Control $2,500 Public Programs 530115 Misc. NKCERT is a group of 20 volunteers trained in basic disaster response skills, including fire safety, light search and rescue, team organization, and disaster medical operations. These volunteers can assist others in their neighborhood or workplace following an event when professional responders are not immediately available. When a disaster occurs, CERT members apply their skills in several ways. They provide immediate aid by offering basic medical assistance to those with injuries. They conduct light search and rescue, locating and assisting individuals trapped in damaged structures. They help control hazards by identifying and mitigating immediate dangers such as small fires or gas leaks. They also organize resources, establishing a command post and managing volunteers and supplies. Finally, they support professional responders by taking on non -critical tasks, allowing those responders to focus on more complex emergencies. * 50. 5O1(c)(3) Mission Statement Provide local support, funding, and education for projects that will benefit the community of North Kohala. * 51. This initiative aims to increase the emergency preparedness of current NKCERT members by 50%. Additionally, it will supply new CERT members with the necessary items for their emergency go bags, including hard hats and gloves.
