HomeMy WebLinkAboutRES 517 Draft 02 2024-2026A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE UNIVERSITY OF HAWAIʻI, BIG ISLAND INVASIVE SPECIES COMMITTEE, FOR THE PURPOSE OF AWARDING GRANT
FUNDS TO CONTROL AND COMBAT THE SPREAD OF INVASIVE SPECIES.
WHEREAS, Section 46-7 of the Hawai‘i Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other
public body respecting action to be taken pursuant to any of the powers granted to the County by law and furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS, Chapter 2, Article 25, Section 2-139(a)(3)(B) of the Hawai‘i County Code 1983 (2016 Edition, as amended) (hereinafter “the Code”) provides that grants awarded “in excess of
$25,000 to organizations that do not qualify as nonprofit organizations shall specifically identify the purpose for which the funds shall be used in a resolution and be subject to competition
in compliance with chapter 103D of the Hawai‘i Revised Statutes”; and
WHEREAS, the Department of Research and Development (hereinafter “R&D”) wishes to award a total of $250,000 to the University of Hawaiʻi, Big Island Invasive Species Committee (hereinafter
“BIISC”); and
WHEREAS, BIISC possesses the capacity and the technical understanding that the County currently lacks to administer educational outreach and implement the control and management of the
many invasive species plaguing the community; and
WHEREAS, grant monies will be used to fund:
1. Detection and control of the Devil Weed in ten sites throughout Hilo and Puna;
2. Onsite training and support to farmers and residents dealing with infestations of the Queensland Longhorn Beetle;
3. Early detection and community outreach efforts in response to the presence of the Coconut Rhinoceros Beetle in Kona;
4. Required training to help businesses conform to an anticipated mandatory compliance rule regarding the Coconut Rhinoceros Beetle from the Hawaiʻi Department of Agriculture and Biosecurity;
5. Two staff members to work directly on research, outreach, education, and implementation of control measures with island ranchers affected by the Two-Lined Spittlebug; and
6. Any additional programs, research, or mitigation measures as necessitated by invasive species emergencies, with the concurrence of the Director of Research and Development; and
WHEREAS, R&D recommends approval of this grant award to support critical invasive species efforts; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 46-7 of the Hawaiʻi Revised Statutes, the Mayor is hereby authorized to enter into an agreement with
the University of Hawaiʻi, Big Island Invasive Species Committee, for the purposes hereinabove described.
BE IT FURTHER RESOLVED that, in accordance with Section 2-139 of the Code, the grant award in the amount and for the purposes hereinabove described is hereby approved.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; William V. Brilhante, Jr., Managing
Director; Diane T. Nakagawa, Director of Finance; and Benson P. Medina, Director of Research and Development.
