Your Committee on Finance, to which was referred Resolution No. 549-26, reports as follows:
Resolution No. 549-26, transmitted by Housing Administrator Kehaulani M. Costa via
Communication No. 861, dated April 10, 2026, authorizes the payment of funds from later fiscal
years to enter into a multi -year housing assistance payment contract with the property manager of an
affordable housing project selected by the Office of Housing and Community Development for the
Project -Based Voucher program.
This resolution authorizes the Mayor to enter into a multi -year agreement to provide 29 vouchers for
the Kino`ole Senior Residences proposed voucher project. The estimated annual cost of the
agreement would be up to $550,000, with a term of up to 20 years.
Committee Member Dennis "Fresh" Onishi expressed his concerns with this project and the
department's lack of involvement. He stated that the conditions at this location are not ideal for the
residents and could be deemed unsafe. Existing Housing Division Manager Jade Iokepa provided
comments on Mr. Onishi's concerns and stated that the property is not managed by the department
but by an external company, Hawaii Affordable Property, Inc.
Committee Chair Matt Kaneali`i-Kleinfelder also commented on Mr. Onishi's concerns. He stated
that he can understand why Mr. Onishi is hesitant to approve this today. Ms. Iokepa stated that she
would be willing to schedule a meeting with Mr. Onishi to discuss any feedback he has received
about this facility.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 549-26, and
recommends its adoption.
