Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 546-26, reports as follows:
Resolution No. 546-26, transmitted by Assistant Corporation Council J S. Yoshimoto, via
Communication No. 856, dated April 8, 2026, authorizes the Mayor to enter into a right -of -entry
agreement with the State of Hawaii, Department of Transportation, to access a portion of
Tax Map Key: 2-9-002:080 for the Hakalau Stream Bridge Rehabilitation Project.
Mr. Yoshimoto began by explaining that there was a typographical error and that they were
requesting an amendment to this resolution. Committee Member Holeka Goro Inaba introduced an
amendment via Communication No. 856.1, which would correct the error. Resolution 546-26 was
amended to Draft 2, with eight "ayes," with Committee Member Dennis "Fresh" Onishi absent.
Committee Member Heather L. Kimball mentioned a half an hour documentary created by the
Department of Transportation called "Hakalau Bridges Across Time". She encouraged everyone to
watch it and stated that she hopes that the Department of Transportation will consider creating
similar videos regarding historical structure projects. She said that she would share it with Council
Members via email.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 546-26, as amended to Draft 2, and recommends its adoption.
