HomeMy WebLinkAboutRES 588 Draft 01 2024-2026A RESOLUTION ACCEPTING A DONATION OF SPECIALIZED MEDICAL EXAMINATION SERVICES FOR THE FIRE DEPARTMENT IN HONOR OF THE LATE FIRE CHIEF KAZUO TODD.
WHEREAS, Article XIII, Section 13-12, of the Charter of the County of Hawai‘i (hereinafter “the Charter”) provides that the Council, “on behalf of the county, may accept gifts of donations
of money, securities or other personal property or of real estate or any interest in real estate”; and
WHEREAS, Chapter 2, Article 30, Section 2-162(a), of the Hawai‘i County Code 1983 (2016 Edition, as amended) (hereinafter “the Code”) provides, in part, that “gifts or donations of money,
securities, or personal property which fall within the capitalization procedures of the department of finance may be accepted by resolution approved by the council”; and
WHEREAS, firefighters face significantly elevated occupational risks for cardiac disease and various cancers due to strenuous physical demands and repeated exposure to smoke and toxins;
and
WHEREAS, the National Fire Protection Association Standard 1582 (hereinafter, “NFPA 1582”) represents the nationally recognized best practice for firefighter medical evaluations, including
components such as stress electrocardiograms, full-body ultrasounds, and enhanced cancer screenings, which are not offered in the County’s annual medical exams; and
WHEREAS, 1582 Medical Group, based in Sparks, Nevada, provides mobile, NFPA 1582-compliant medical examinations to more than fifty fire stations throughout four states; and
WHEREAS, the President and CEO of 1582 Medical Group, Paul Ganstrom, met the late Fire Chief Kazuo Todd at the 2025 Hawai‘i Fire Chiefs’ Conference and has generously offered to donate
medical examination services in his honor and cover all travel, lodging, and other related expenses; and
WHEREAS, 1582 Medical Group has proposed to conduct an estimated one hundred fifty NFPA 1582-compliant medical examinations across the span of ten days during July or August 2026, with
one week on the Hilo side and one week on the Kona side of Hawai‘i Island at no cost to the County; and
WHEREAS, each examination will include the full NFPA 1582-compliant protocol plus an additional ultrasound screening package, with an estimated total value of $131,250; and
WHEREAS, the Hawai‘i Fire Department (hereinafter, “the Department”) will coordinate the hosting of the examinations at fire stations and will offer them first to the most
senior firefighters, with priority consideration for those over forty years of age who have accumulated greater occupational exposure; and
WHEREAS, this donation will not replace the Department’s existing annual medical examination process but will provide supplemental advanced screening; and
WHEREAS, these enhanced examinations help with early detection of potential health issues, reduce long-term medical and disability costs, and ensure that our firefighters receive the
same standard of occupational health protection already in place in other counties; and
WHEREAS, the Department is committed to protecting the health and safety of its firefighters and recommends the acceptance of this donation by the Council; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 13-12 of the Charter and Section 2-162 of the Code, the donation from 1582 Medical Group hereinabove
described is hereby accepted.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to William V. Brilhante, Jr., Managing Director; Diane T. Nakagawa, Director of Finance; Daniel
Volpe, Acting Fire Chief; and Paul Granstrom, 1855 N. McCarran Blvd., Sparks, NV 89431.
