KIERKIEWICZ: Thank you, Chair. This funding is to support some kupuna in the community that tend to a mala. They grow thousands of plant starts throughout the year, and they distribute things like `61ena and `awa and kukui and kalo. They take opportunities to educate community on how to integrate these locally grown native species into their diet so that we can be preventing chronic diseases in community. They'll be putting on a really amazing exhibit at the Wailoa Art Center for the month of July. It'll include professional artists, but also new and emerging artists that they'll be supporting. And so, hopefully if you get a chance, when you're over here and when other folks have a chance, they can walk over to the Wailoa center and check it out. KAGIWADA: I just want to appreciate Jessica for coming out, and also because this has kind of been a little bit of a transition here for this event for their organization. And I think it really shows a large amount of strength to be able to kind of take that in and take that feedback and make some changes, and really think about how this event goes forward. And also just appreciate her reaching out to the Hilo side to do something over here, even though her organization is based over in Kona. Very important to the community. Jessica, I was so moved by your testimony, and I just wanted to take a moment to say thank you for being such a fierce advocate for your baby and recognizing the gaps in service and support for `ohana that have children with autism. So thank you for your leadership and creating resources so that folks can connect with one another and know that they're not alone, and that their babies are beautiful and accepted. So thank you so much for being here and all the work that you do island wide to support `ohana. Thank you, Chair. CHR. INABA: Council Member Villegas. MS. VILLEGAS: I want to echo that sentiment. Jessica, you are a mana wahine. I consider it an honor and a privilege to know you both personally and professionally. And if any of you have the opportunity to sit with her and hear her life story of resilience, overcoming, choosing unconditional love and healing, you are an exemplification of what's possible in a survivor under so many different circumstances. So your ability to pivot in times when something needed change or to be flexible is not a surprise, based on everything you've already overcome and endured. Your unconditional love for Ava Sofia and how you have transformed the way that our community interacts with, recognizes, embraces, and engages with our young people who are navigating a world differently, more neurodivergent. These experiences have been around in humanity for a very long time but not recognized. And our community was very much lacking in the services, support, acknowledgement, and places and gatherings for parents navigating something that can be very challenging. But education, comfort, support, comradery make it all possible and you have been a conduit for that in our community. So I thank you from the bottom of my heart and from the hearts of all of our keiki and parents here on the Big Island as a whole. Thank you for being you, Jessica. However, I would like to make the disclosure to the body that my husband's architecture firm has a long- standing professional services contract with the Department of Education and will likely be involved in these projects. VILLEGAS: Having been alumni of Konawaena High School and have a close place in my heart for that place and `Ehunuikaimalino, really grateful for the quick attention being given to the crisis there. But I also don't want it to be lost, as we allocate the potential of tens of millions of dollars to rebuild this school, to look at the cause. When the tutu man of my friends says the water never ran this way, and there has been so much development and removal of the native forest ecosystems mauka of these places, it behooves us to look into that. Otherwise, we're putting a Band-Aid on something that will happen again. So, as we continue to pay heightened attention to our flood corridors and how the changing of ecology mauka directly contributes to flooding and change in waterways, causing incredibly significant damage,I think it's very wise that we look into the causes of that and potentially where accountability may lie. I was in a meeting with Superintendent Hayashi and some of our Hawaii Island delegation when they began to discuss perhaps the most damage to any DOE (Department of Education) facility across the State in the Kona Low and, right now, estimates around $20 million just to those three schools. So the high school won't return, most likely, for the rest of this school year and are at distance learning at this time.
