The last comprehensive review of the General Plan was completed with the adoption of the General Plan 2005. Because the General Plan is required to undergo a comprehensive review every 10 years, the Planning Director initiated the General Plan 2005 Comprehensive Review by public notice on February 6, 2015. This review took place over the following ten years and resulted in meetings of the Windward and Leeward Planning Commissions in February and March 2025, during which both commissions voted to forward favorable recommendations to the County Council to amend the County of Hawai'i General Plan 2005 through adoption of the County of Hawaii General Plan 2045. The Kona CDP Action Committee hopes that the members of the Hawai'i County Council will approve the General Plan 2045 prior to the upcoming election. As stated in our previous testimony, the Action Committee believes this document contains important visions, objectives, policies, actions, and implementation tools that align with and support the Kona CDP. Adoption of the General Plan 2045 would demonstrate the County Council's commitment to moving this long-standing planning effort forward. Comm.
