5. UNFINISHED BUSINESS
a. Discussion on the 2026 HSAC Annual Conference. Maintaining the $100,000
revenue goal, annual Conference rotation and fiscal targets (per HSAC Bylaws
Section 12 and 18).
i. Options for consideration:
1. Option 1: Modify the traditional rotation schedule of the HSAC
Annual Conference.
2. Option 2: Hold a new type of event such as a single -day event in
September.
3. Option 3: Reduce the annual operating budget.
4. Option 4: Increase member dues (per Section 17 — dues are shared
equally by the four councils).
5. Option 5: Explore a one-time financial contribution from Maui
County in lieu of hosting the 2026 conference.
a. Precedent: The City and County of Honolulu previously
contributed $40,000 as a financial offset.
Motion approved for September HSAC annual conference. CM Kimball will assist as planning
manager.
6. NEW BUSINESS
a. Discuss nomination for NACo 2nd Vice President.
Motion for nomination to be Hawaii County, CMKimball.
