So thank you for doing that for s my budget cle and I just wanted to take a moment to say ere dealt ave icult hand when you were elected to serve d been a n er of curveballs thrown your way and I want tocknoe ou and o r team have handled that extremely well. I dabeing very sparent about the challenges that you're facing now I think this budget really sends the right message to ;h ich is we have to make do with what we got. A lot of re be forced right now to make do with what they have and so I ig a tatus quo budget but strategically investing in the right kind of and programs ensures that our folks here at the County can continue vial services with excellence. CHR KANEALI`I-KLEINFELDER: Council Member Kagiwada. Page 3 FC-33 April 14-17, 2025 MS. KAGIWADA: Thank you, Mayor, for joining us all the way from South Korea. Yeah. Just a couple mahalos that are not on your big budget presentation but kind of more on the weeds, but I did want to mahalo you for first putting some funding in there for that second West Side Immigration Specialist. That has really helped get parity over on the west side and also hopefully help folks over there who are really needing support. I appreciate that. The second was just putting in that rate for the long eermental real property tax category, which we passed last year. I think you put it in at $7.95 and we had talked about $8. So that's great and reZ.wyoujus ciate that. I know this is maybe something I can talk a little more with I just wa ondering on these CIP (Capital Improvement Projects) o d out a few that you're working on. But the big one that's been talked about ince you were running for office and in office or Hilo and fbr District 2, was t kate Complex, which really probab sho be termed the Hawai `i Co Skate Complex because it's really for the wholes nd. I'm not seeing t ere as a highlight any longer. So I just, for the co m nity, would love to just hear that that's still on your pl MR. ALAMEDA: MS. KAGIWADA: Okay. han o7dkin o appreciate that because I know the co is standing b auseing to do their part to raise some fu for that as 1. An, and this is something that e talked ab t before and ybe d to be decided but I just want to ut the su estion that we at the residential tax classes in our Property T RPT) for tential additional revenue that can really help with some of these constraints c ming up as you highlight, especially around \depants wastewater pr is and things like that. So now that we have the wo, and Three, looking at potentially bringing in some more revenue froon-hom ner, non -affordable rental, non -long-term rental cato rea' looking at those vacant and vacation homes to maybe give us re co fort as we go forward. So thank you very much for pulling all the together in this very complete budget and just wanted to throw ut some f those thoughts. Thank you so much. NIEWAMEDA: Thank you. Thank you, Council Member Kagiwada. Yeah. A let me just add, so the skate park, we did go over it last week actually, and I was impressed with the design. So there's a design for Phase 1, which is good because we get to add some other thoughts. So we're going to kind of make it a skate park and then a pickle ball court, you know, how we could play around with the lines. So we're looking forward to that too. Thank you. You're my third mayor and the number of projec that I had pushed and pushed for through previous administrations went n And within your first year, year and a half, you managed to get some s but necessary improvements done and you continue to do so even as you face e u coming expenditures for the Hilo Wastewater Treatment facility, an ancing a udget, while being the Mayor, while being in Korea, and I just nt mahalo yo or what you've done so far for not only my district but fro g t back as s feedback from our community islandwide. HUSTACE: Thank you, Chair. Aloha, Managing,irector. I appreciate the time. I know it's early there in Korea right but than you joining us with the Mayor. I just had a couple questions regarding kj# of the programmatic side of things first. If you could really speak on the cesspool conversion taskforce. I think that in your slide deck as well as in the review kind of me tions that there was a report issued. Is that something ehac�eioa avail some point soon, and then also showing that roadmap MR. BRILHANTE: Yeah. Onsns, they've b ng, you know, pretty much from the o eation, and they ome up with, you know, a white paper, a report goi rw d. And that port is currently available on the DEMs (Department of Environmental Management) website. It's posted there and you et a copy of that through them. And, you know, what happened was I hate lFse tkterm, but unfortunately, you know, last year the state legislation passed what we identified as an unfu ed mandate to have everybody, you know, alf,80,000 ce is in the to of Hawaii to convert to some type of septic system prior e we've heard some information from s the jurisdictio t buildin its were being withheld and rem elfin its were bein withheld w out the homeowner or the applicant ad sing th i ue with their stewater. So it started to create a negative impact on ourvommunity, negative imp the construction business, negative impact on new hcne,const tions, rem ing. And we clearly understood that it's 80)t;he 000 cesspool conversions. e just don't have the capacity from a professional have people go fin and do those conversions, you know, in a timely cost ociated with those conversions were tremendous. You talki g about a lot of people who are on fixed incomes, who don't urces available just to come up. We've heard numbers of up to o a conversion from a cesspool to a septic system. That's not at our families can just readily pull out of their savings to do. So that rtance for the Mayor putting together this taskforce and you can read the port. It's available at DEM. So thank you for the question, Council Member. MR. HUSTACE: I appreciate that. Yeah. So I'll take a look at the report. Thank you for pointing that out also to the community that it's there available to read. The cesspool conversion taskforce is still actively meeting then? Page 6 FC-33 April 14-17, 2025 MR. BRILHANTE: No. Once the report was completed, we thanked them and we're going to move forward and we're going to start taking some implementation steps to see what we can do. We've already, this past legislative session, we've submitted proposed legislation for a low -interest loan program for individuals looking to do the conversion, and we're aggressively looking for federal funding to see if there's monies available for the conversions because like I said, that's the hardest part. You know, for the most part, people wan do good. They realize the inherit problems with cesspools in certain areas eline areas or the lower elevation areas. And so, you know, although ey have a desire to do the conversion, if they don't have the money, you can have as much desire as you want, but if you don't have the money, you're not going to do it. So we're aggressively looking for funding sources d sistance in that area going forward. MR. HUSTACE: Thank you. An just curious because the if the cesspool conversion taskforce is not activ gaged n it really falls o adership, Mayor's Office, as well as wo m DEM our agency bec reif I'm not mistaken there, there is some forward moth m i funding som ofose low - interest loans at the state level. I thought there was some progress with some of the legislation therelestate level. So it's so ething to definitely stay on top of for sure. Thank you MR. BRILHANTE: If I uld that. I' orry. And also, it's not completely dead. We doh e gr s t with regularly. We still have the W ai`i group wh meet wi em and we discuss issues with Punalu`u, we cuss issues the co ion of the Kealakehe Wastewater Treatment fa to get the re led water available, and we're also closely working and we st entered int OU (Memorandum of Understanding) with the Puako Reef AssQfjation to ad ss their issues with cesspool conversion. And we're also having ongoing discu sions with DHHL (Department of Hawaiian e Lands) for Keaukaha. And so although the broad taskforce is not meeting r , we do have small direct communications with these groups and with thes mmunitie?re re primarily in low -line, close to shore areas that have direct impacts onefsand clean water in our oceans for our community. So that's a riori Mayor Alameda going forward. R. HU ACE: Thank you, Managing Director. And I want to mahalo you and Y�thave Administration for holding those meetings regularly with he Puako that association, Kahalu`u, you know, those other communities that we municipal facilities for but you are taking that step to try and think outside the box. Maybe there's another approach, maybe you can work with private pilot partnerships. So I appreciate your kind of interest in that and supporting those efforts. MR. BRILHANTE: Absolutely. Thank you very much. Page 7 FC-33 April 14-17, 2025 MR. HUSTACE: Of course. And I just seen the report as well, you call out Coconut Rhinoceros Beetle (CRB), and we can talk to DEM on Thursday more about this and DPW (Department of Public Works) as well in terms of supporting those efforts. There have been some recent rule changes from the Board of Agriculture and Biosecurity on clamping down on and requiring more of businesses, arborist, nurseries, kind of within that region from Waikoloa to North Kona area. So it will have a definite impact on busines s there and we need to help them turn around and be in compliance with th rules working with BIISK (Big Island Invasive Species Committee). d I appreciate the guidance you have on that as well. MR. BRILHANTE: Yes. Thank you very mNde You , that's a key issue. We've seen the devastation that the CRB has on Kau ou know, you go there and no more coconut trees. they had coconut bark o more trees, you know, and so that's terrible The coconu ee is unique. It beautiful aspect of our Hawai `i environ ent.. And so, y we support it. ve been working with Department of Ag, Research., e lopment, as 11 as DEM and Public Works, and we've identified —the Mayor was one of the first to identify an area in West Hawai `i t we established as a voluntary quarantine area. Again, it was just voluntary. y to see that voluntary is moving and it's migrating towards more mandatory. Bu ommunity has be really responsive. You know, the community is are-th-that acts of s beetle could be very significant, and so they've en r o ow, the voluntary program as been well. If you h aste an ive in the West Hawaii area, keep yo Oar ste ur area. You ow, that's e best way to control the spread is to not llow it to ead because, a know, the larvae and the small babies, they mix in with the green waste. And if ke your green waste outside of the area, then before you know it, you're going have the CRB in areas that aren't currently inundated. So I think the community just being akamai, the community being nsive and following the rules. An that's xample of our messaging. You know, once that issue becam e prev nt, you know, the Mayor was out on social media, the Mayor was givi is co munity service announcement. We were issuing the written notices a verything. So I think we're, I don't want to say we're winning, but e're in ood position right now and we're being successful and it's all those po is working together. HUSTACE: Thank you, Managing Director. I just have one question kind of diving into the line items of the budget. If you could speak a little bit about the annual report and maybe, Director Nakagawa, you could maybe share a little bit insight to this. Is the annual report specifically for the PONC (Public Access, Open Space, and Natural Resources Preservation) annual report, or is this annual report capitalizing on the CIP list and report back to the legislative side on that?
