A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF FIRST
RESPONDERS TO ASSIST WITH EXPENSES FOR THE 2026 LIFEGUARD
APPRECIATION WEEK.
WHEREAS, Friends of First Responders is a 501(c)(3) nonprofit organization that is
committed to the mental health and relational wellness of first responders and their `ohana on
Hawaii Island; and
WHEREAS, Friends of First Responders is requesting funds for expenses to prepare for
the 2026 Lifeguard Appreciation Week, including banners and appreciation kits with snacks, sun
protection items, and recognition items, which will serve a public purpose by benefiting,
improving, or promoting the interests of the public health and welfare of the people and the
environment; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the
Department of Liquor Control to provide a grant to Friends of First Responders for the expenses
and purposes identified in "Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

resolution.

.Lifeguard Appreciation Week is a collaboration between the Department of Parks and Recreation, Hawai'i Fire
Department, and Friends of First Responders to recognize the valuable contributions lifeguards make to water safety
for the community and visitors at beaches and pools. Lifeguard Appreciation Week is observed as a time to recognize
the critical role lifeguards play in drowning prevention, water safety, and emergency response for residents and
visitors. The Department of Parks and Recreation employs 30 lifeguards, and the Hawaii Fire Department employs 72
lifeguards in its Water Safety Division, not including supervisors and other support staff. Research shows that
employees have better morale and overall satisfaction when they feel valued by their employers and supported by
their community. This project meets this criterion by including both their employers and the community, while also
supporting the role that public health and safety lifeguards play. Funds are requested in advance of the August 2026
event to allow for timely procurement of supplies, materials, and production costs.

responders and their'ohana on Hawai'i island.

Friends of First Responders works closely with first responders on the Big Island and their agencies. Through these
relationships and their annual efforts to recognize first responders during appreciation weeks, the organization is
working with the administrative sections of their departments to honor them during Lifeguard Appreciation Week.
Their chiefs and command staff have expressed a desire to do something special for their personnel, but have no
funds committed for that purpose in their budgets. The nonprofit can apply for and manage funds and assist with
planning and coordination to make these events meaningful.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.
46. According to §2-136, "public purpose" is defined as a benefit to, improvement of, or promotion of the

funds.
The project will provide 110 Lifeguard Appreciation Kits, have banners made and displayed at work sites, and
coordinate with the County Council and the Mayor's Office to publicly acknowledge lifeguards during this designated
week of recognition. These Appreciation Kits will include items used daily in the course of their work and will be
delivered to them. Each kit will include a copy of the County Council Certificate and the Mayor's and Governor's
Proclamation. Two certificates and proclamations will be issued: one for the Department of Parks and Recreation and
one for the Hawai'i Fire Department. They will be publicly presented to lifeguard representatives at scheduled times.
The project is expected to reach all active County lifeguards island -wide, supporting recognition across multiple
districts.
