RESOLUTION NO. 58'
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I ISLAND
HIV/AIDS FOUNDATION TO ASSIST WITH EXPENSES RELATING TO ITS
HAWAI`I ISLAND COMMUNITY OUTREACH.
WHEREAS, the Hawaii Island HIV/AIDS Foundation (HIHAF), doing business as
Kumukahi Health and Wellness, is a 501(c)(3) nonprofit organization whose mission is to assist
those affected by HIV/AIDS to maximize their quality of life, end the spread of HIV, and utilize
the lessons learned in the HIV epidemic to care and advocate for others in the fight against
related diseases; and
WHEREAS, HIHAF is requesting funds for expenses related to its Hawaii Island
Community Outreach, including rapid HIV point -of -care tests, phlebotomy training, first aid kits,
and printing and office supplies, which will serve a public purpose by benefiting, improving, or
promoting public health and wellness of the people and the environment, and victims of health or
social crises; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 5 are hereby transferred to the
Department of Liquor Control to provide a grant to HIHAF for the expenses and purposes
identified in "Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

Hawaii Island HIV/AIDS Foundation, doing business as Kumukahi Health + Wellness (KH+W), is seeking funds to
support Hawari Island Community Outreach through its PO'E Department (Prevention Outreach and Engagement).
This project will strengthen KH+W's risk reduction, public -benefit approach to HIV/STI (Human Immunodeficiency
Virus/Sexually Transmitted Infections) screening, prevention, counseling, training, and outreach for underserved
Hawaii Island communities. Through office -based and field outreach, KH+W will expand practical prevention services
that reduce harm, lower the risk of infectious blood -borne diseases such as HIV and viral hepatitis, and improve
connections to care. Funding will support the purchase and distribution of first aid kits and other basic health and
safety supplies during outreach, helping meet immediate needs while reducing barriers to engagement. It will also
expand prevention and screening capacity by purchasing HIV tests for outreach and prevention activities, with
participants connected to education, referrals, and follow-up services. In addition, funds will help build staff capacity
by supporting KH+W's HIV and Hepatitis C (HepQ Navigator's phlebotomy certification training, increasing the
organization's ability to provide responsive, field -based prevention services for confirmatory testing. Overall, this
funding will strengthen outreach -based prevention services, improve access to practical health resources, and support
a more effective, responsive Harm Reduction team serving Hawari Island residents with dignity, compassion, and
cultural humility.

KH+W connects Hawaii Island's at -risk community with health equity and wellness through collaboration, advocacy,
and education, empowering people to live longer, happier, and healthier lives.

KH+W is the 501(c)(3) nonprofit directly responsible for this project. The proposed Kumukahi Community Outreach
Project will be carried out by the Prevention Outreach and Engagement Department, which consists of six staff based
in its Hilo and Kona offices, as part of the organization's risk reduction and prevention mission. KH+W provides a
range of services, including Med-QUEST navigation, overdose prevention, sexual health services, medical case
management, and risk -reduction outreach. Kumukahi's stated purpose is to serve underserved communities on Hawari
Island, address social determinants of health, and improve access to care, which directly aligns with this project's
outreach, first aid, testing, and HN/HepC reduction support activities.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if the
proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
Kumukahi Health + Wellness will provide a risk reduction, public -benefit approach centered on HIV/STI screening,
prevention, counseling, training, and outreach for underserved Hawaii Island communities. With this funding, the
organization aims to achieve the following outcomes: increase the distribution of basic health and safety supplies by
purchasing and distributing first aid kits during outreach. Success will be measured by the number of kits purchased,
the number distributed, and the number of outreach participants receiving supplies. The organization will expand
prevention and screening capacity by purchasing HIV tests. Success will be measured by the number of tests
purchased, the number used in outreach or prevention activities, and the number of participants connected to
education, referrals, or follow-up services as a result. KH+W will also build staff capacity in prevention services by
supporting its HIV and HepC Navigator's phlebotomy certification training. Success will be measured by enrollment in
the certification course, completion of training, and increased ability to support field -based prevention services.
Additionally, KH+W will strengthen connections to care for underserved community members reached through
outreach. Success will be measured by the number of individuals engaged, the number referred to prevention or care
services, and the number successfully linked to follow-up support. Overall, these funds will help improve access to
practical health resources, strengthen outreach -based prevention services, and increase the effectiveness of the Harm
Reduction team, resulting in a more responsive community outreach program that better meets immediate health
needs and improves pathways to care for Hawaii Island residents.
