Dear Chairman Arakaki and Council Members:
It is my pleasure to submit the appointment of Dixie Kaetsu as Director of Finance,
effective July 1, 2000. This appointment is made pursuant to Chapter 3, Section 5-3-2 of
the Hawaii County Charter.
Mrs. Kaetsu has served as Controller, head of the Accounts Division, since March 1990.
Prior to assuming that position, she was an account with the Treasury Division for 12
years.
A graduate of the University of Redlands in California with a major in political science
and economics with a specialty in accounting, Mrs. Kaetsu worked for the Internal
Revenue Service in California and Peat, Marwick & Mitchell in Hilo. She also has
experience as an accountant for various Hilo businesses.
Under Mrs. Kaetsu's leadership in the Accounts Division, the County has consistently
received the Government Finance Officers Association Certificate of Achievement for
Excellence in Financial Reporting award, and Mrs. Kaetsu has been personally
recognized with national Financial Reporting Achievement awards.
Mrs. Kaetsu has a thorough knowledge of the County budget and fiscal plan, and is
highly qualified for the position of Finance Director. Thank you for your favorable

RE: Appointment of Dixie Kaetsu to Director of Finance
Pursuant to Section 1(e) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
