Your Committee on Governmental Operations and External Affairs, to which was referred
Communication No. 898, reports as follows:
Communication No. 898, transmitted by Mayor C. Kimo Alameda, dated April 30, 2026, requests
the Council's review and confirmation of the nomination of James "Jim" Monk to the Cost of
Government Commission.
Executive Assistant to the Mayor, Micah Alameda, was present in the Hilo Chambers to introduce
Mr. Monk, who was not present. Mr. Alameda apologized that Mr. Monk was not available on
remote technology and requested that this nomination be moved on to Council, where he would be
present.
Committee Member Heather L. Kimball asked Mr. Alameda how many vacancies remain for this
commission. Mr. Alameda said that there are four vacancies remaining and that he has identified
two additional candidates.
Committee Member Michelle M. Galimba asked for clarification if Mr. Monk's address is in
District 6 or 7. Mr. Alameda confirmed that Mr. Monk lives in District 7.
Pursuant to Article V, Chapter 2, Section 5-2.2 of the Hawaii County Charter, members of the Cost
of Government Commission shall be appointed by the Mayor and confirmed by the Council.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Communication No. 898, and recommends confirmation of the appointment of
James "Jim" Monk to the Cost of Government Commission.
