RESOLUTION NO. 585 ZG
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE DANIEL R.
SAYRE MEMORIAL FOUNDATION TO PURCHASE EQUIPMENT FOR THE
MAKALEI AND KAILUA FIRE STATIONS.

WHEREAS,the Daniel R. Sayre Memorial Foundation is a 501(c)(3) nonprofit
organization whose mission is to provide fire, emergency, and rescue equipment and supplies to
the Hawaii Fire Department; and
WHEREAS, the Daniel R. Sayre Memorial Foundation is requesting funds to purchase
equipment and cover related expenses for the Hawaii Fire Department's Makalei and Kailua fire
stations, including a chest freezer,picnic table, gazebo, shipping costs, string trimmer,hedge
trimmer attachment, lawn mower, headsets, buoy systems, and grant administration,which will
serve a public purpose by benefiting, improving, or promoting the interests of public health and
welfare of the people and the environment;now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 8 are hereby transferred to the
Hawaii Fire Department to provide a grant to the Daniel R. Sayre Memorial Foundation for the
expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

This project seeks grant support to provide equipment for the Hawaii Fire Department's Makalei and Kailua Fire
Stations in West Hawari, enabling fire suppression, emergency response, training, and station operations. These
enhancements will further safeguard public health by promoting faster, more effective emergency responses and
supporting safer community outcomes. For the Makalei Fire Station, the project includes tools and equipment to
help eliminate fire fuel around the station and the properties it protects, thereby reducing fire risks and protecting
public health. Equipment such as a string trimmer and lawn mower will help keep the area safer. The project also
includes an outdoor gazebo to provide an additional venue for training, studying, and other station -related activities
that support emergency preparedness and public wellness. A freezer will also be provided to support emergency
rescue and EMS, ensuring immediate access to ice for ambulance operations, and contributing to improved public
health outcomes. For the Kailua Fire Station, the project includes headsets to improve communication during
emergency response, supporting timely and effective care for public health situations. The project also includes a
buoy system to support rescue and emergency operations, directly enhancing residents' health and safety. This
grant will directly enhance operational readiness, safety, training, and emergency response support at both fire
stations, enabling them to better serve the West Hawari community.

The mission of the Daniel R. Sayre is to save lives by providing our first responders with the equipment and
training that they need to provide their services efficiently and safely.

For the past 28 1/2 years, the Daniel R. Sayre Memorial Foundation has worked hand in hand with the County of
Hawari and the community to enhance the equipment and training of the Hawari Fire Department. Through its
longstanding support of Hawari Island first responders, the Foundation has helped provide resources that improve
firefighter safety, emergency response capabilities, and public service operations. Makalei Fire Station and Kailua
Fire Station both have equipment and operational needs that the Foundation wishes to help address through this
project. The requested equipment will support fire suppression efforts, training activities, emergency response
functions, communication needs, and rescue and EMS missions that directly benefit the West Hawari community.

Public Purpose of Requested Funds
Per §2-138 of the Hawaii County Code 1983 (2016 Edition, as amended), the County may grant an award only if
the proposed program or service provides direct public benefits and fulfills a public purpose within the County.

With equipment purchased with these funds, the Makalei Fire Station will be better equipped to help prevent and
reduce grass fire risks through vegetation and fire -fuel management around the station and on surrounding
properties, supporting air quality and public health. The station will have immediate access to ice for rescue and
EMS missions involving their new ambulance, helping improve emergency response readiness and health
outcomes. The outdoor gazebo will provide space for firefighter training, studying, and station -related activities,
supporting overall wellness and preparedness. The Kailua Fire Station will benefit from improved communication
support through headsets for emergency response activities, facilitating protection of public health during critical
incidents. The buoy system will also support rescue and emergency operations, helping safeguard the health and
safety of community members. Overall, the project aims to improve operational readiness, support firefighter
training and emergency response capabilities, and enhance both stations' ability to protect public health and serve
the West Hawaii community.
