Council Members, discussion on the bill? Council Member Kagiwada. MS. KAGIWADA: Thank you. Mr. Thompson, you can just come on up. Can you just describe so that the public understands when you're using the safe routes to school funding, what the project would look like and how it maybe differs from a regular transportation or road project that you do. What are the things that are going to be included in this stretch of road that you're able to work on? Keone Thompson, Engineering Division Chief. So the primary purpose of the safe routes to school program is to provide a safe walking area for our kids within about a mile of the schools. I mean, that's the primary focus and then we go from there. But right now this project is going to be adding sidewalks on both sides of the road, and wAwe'ding ome drainage too. So there's an eight -foot sidewalk with a gutterwa and then from there we're bringing water off the roadway. An14 drywells that will be 25 feet deep. And we'll also be including is five and a half feet wide, I believe, for this project. MS. KAGIWADA: Wonderful. Sren be sically in lin our Hawaii County street design manual recoations. MR. So how do the other schools receive fund r ho re we prioritizi And I ask this question a lot and I've gotten 'Wseis project and one other project move forward, ym any other district for any other schools. So basically $1.386 million, $1.4 million is state grants and it ,ith the match for the federal funding for this project. KANEALI`I-KLEINFELDER: Sorry, before you go, Mr. Azevedo, or Deputy Director. Mr. Thompson, are you saying that this is a state grant and the $1.386 million is a match we're going to apply to other County funds? MR. THOMPSON: Yes. So that's correct. So we're getting federal funding for this project and then we have $2 million that we have to pay for as a County share Page 7 FC-34 April 21, 2026 of that federal project. But this safe routes to school grant from the state, we can use as part of our match towards the federal project. So it's $2 million to the County fund, but off that $2 million, we can use $1.386 for our match. Okay. CHR. KANEALI`I-KLEINFELDER: Sorry. One more time. So we have a federal grant, or we have a state grant for $1.386 million? MR. THOMPSON: So we have a state grant of $1.3 illion. CHR KANEALI`I-KLEINFELDER: Okay. en we're going after federal money. MR. THOMPSON: No. We have the fdderalVoney a which has been already approved. And the $1.386 is just part of the Coun are, the match that we need for that project. So 're using this and just app it to that proj ect. CHR KANEALI`I-KLEINFELDER: $1.386 million and $-2 million. MR. No. It's $8 million in federal, $1.386 million from the state, and then MW match the rest, approximately a little bit more than $600,000. `I-KLEINFELDER: Okay. So my math says $2.4 million? like that. 1. THOMPSON: No about $2 million for the County and state match total, and $8 million from federal. So a total of approximately $10 million for the bid of that project. CHR KANEALI`I-KLEINFELDER: Okay. MR. THOMPSON: Okay. Page 8 FC-34 April 21, 2026 CHR. KANEALI`I-KLEINFELDER: Okay. So let's go back to the equity piece then. Mr. Azevedo. (Note: At this time, Deputy Director Niel Azevedo came forward to address the members of the Committee.) MR. AZEVEDO: Deputy Director Niel Azevedo. Yes, we are looking at schools throughout the island, building shoulders and makin routes for the kids right now. It's not federal funds, it's just what is safe f e i So widening the shoulders, making it nice, and we just want to ure the kids have a safe place to walk. We're going all around, we s kai (Boulevard), then we're moving up to Volcano. Then we'll e righ d the island all the way to Paauilo and to Kalanianaole and co ' e a und. to cover every school we've got. CHR KANEALI`I-KLEINFE - Okay. aimea, Kohala? MR. AZEVEDO: Yes. We're lookin ala. Actually, Kohala High School and Elementary, we' e looking at makin ht turn lane out of there, you know, because right now tr acks up a lot wit e right turn. So we're looking at widening the right the ADA ( a with Disabilities Act) ramp more suitable for m and extends at to the self-help homes with a nice walking shou r way so skids can alk on the shoulders. And then in District 5, Hig}ool and Mid School, Elementary School, that actually is a ress, e ass, could use e future work as far as the amount of traffic it Wh bout Mountain Elementary School? AZNnh fountain View, we're trying to figure out some rigll talk to you offline. But some of the shoulder work is all state e're looking at other ways out and around the elementary school CHR KANEALI`I-KLEINFELDER: Okay. And then the funding source for the other sch#s is that separate from the funding we talked about with Yes, it is. CHR KANEALI`I-KLEINFELDER: And how much funding is being applied to the rest of the island? MR. AZEVEDO: I'm not sure funding wise how much we would apply. And then we can widen the road and make a nice right turn and left turn into the school ways. CHR. KANEALI`I-KLEINFELDER: I appreciate that Deputy Director Azevedo. So I've been asking a lot of questions about this over the last three or four years, since I saw it walk into our County. I love the idea. I'm not going to say no. But I've just been hammering away at this equity piece because I've only seen two projects really pushed from the beginning. And I understand there's different funding sources and then there's the County mate ut w ave a number of schools on our island and all of them seem to d issues. Some are on state highways, some are on County roads, and th equal, to me, representation and then it becomes more ec discuss applying general fundZseenan County has. So I haven't quitwhat I've gotten from yourselbut I'm still hammering awaywhole. So I'd love to see this Council as we source venue that the I'm lookin I appreciate Kelsey Kalua s in the past, and not quite s as a as how we imMement these funds and the safe routes to school pr6gram that each of our districts across the County.
