• Procured generator equipment supplies, including a
job site steel storage bundle containing power
distribution boxes and related accessories, lighting,
cables, extension cords, outlet strips, and portable
power sources. These components are critical to
ensuring that generators can operate safely and at
full capacity while providing reliable power
distribution during emergencies, incidents, and
County of Hawaii events.
• Community Engagement: Components of the Mass
Care Plan continue to be developed to include Points
of Distribution and Community Feeding Plans.
Planned for and conducted various community
engagement events during this period.
• Procured a total of twelve (12) replacement Apple
iPad's that are utilized by staff in the Emergency
Operations Center (EOC) and forty (40) field Apple
iPad's that are utilized during activations and are
dispatched out to the field for mobile operations,
various field check -in stations using our Salamander
Inventory System, and for recovery efforts during
damage assessments.
• Two (2) iPad charging carts were procured to
securely store and charge all recently acquired iPads.
• Emergency Response Qualifications: Independent ICS
trainings have been obtained, and the overall State
qualification program is being developed by the
State and Counties.
• Situational Assessment: Using current equipment and
technology updates and advances to current and
new COP information has been and is being
developed.
Maintained current operations and situational
awareness. This included the Civil Defense staff's daily
preparedness and mitigation actions which include
maintaining equipment, gaining and maintaining
proficiency in response and recovery systems,
preparing and/or reviewing plans, and staff
continued education in preparedness mission areas.

Additionally, the Hawaii Emergency Management Agency (HIEMA) received HCCDA's FY2024 EMPG
closeout report on March 31, 2026. Below is a summary of your grant sub -award costs:

All financial and substantive reporting requirements for this grant have been met, the grant is now closed, and
the official file has been placed in inactive status in accordance with general closeout principles and guidance
provided in 2 CFR §200.344. A final cost review of the grant has been completed, and the final costs were
determined to be reasonable and justified. All grant actions have been completed with no pending bills or
claims.
HCCDA shall retain all grant -related materials, both programmatic and financial, and allow access to all
records relating to this agreement and funded projects for a period of at least six (6) years following final
payment and closure of the grant under the abovementioned agreement. Despite the minimum federal
retention requirement of three (3) years, the more stringent state requirement of six (6) years must be
followed. If any litigation, claim, negotiation, audit, or other action involving the records has been started
before the expiration of the three (3) year period, the records must be retained until the completion of the
action and resolution of all issues that arise from it or until the end of the regular three (3) year period,
whichever is later.

Subject: Hawaii County Civil Defense Agency's FY24 EMPG Final Narrative
Dear Mr. Barros,
Please accept this letter as Hawaii County Civil Defense Agency's official
closeout report for the Emergency Management Performance Grant Program
(EMPG) Period of Performance from January 1, 2025 to March 31, 2026. As a
subrecipient, a total of $225,000.00 in federal funding was awarded to the Hawaii
County Civil Defense Agency and matched with County funds, to complete
objectives contained in our EMPG FY24 Work Plan Application.
Enclosed is the Civil Defense Agency's final request for reimbursement for the
generator equipment supplies. These components are critical to ensuring that
generators can operate safely and at full capacity while providing reliable
power distribution during emergencies, incidents, and County of Hawaii events.
These supplies enhance operational readiness by enabling rapid deployment,
organized storage, and efficient power management in the field. Without these
supporting components, generator systems cannot effectively deliver power
where needed, limiting their functionality during emergency response and
planned operations.
We are requesting a final reimbursement for the $225,000.00 award for a total of
$62,587.14.
In addition, this package outlines the final status of objective accomplishments
that were included in the approved EMPG FY24 Work Plan Application.

EMPG FUNDED OBJECTIVE ACCOMPLISHMENTS
The following are accomplishments utilizing FY24 EMPG funds i.e. planning, training and/or exercise,
created/updated EOP and/or recovery plan etc.:
• Updated the Multi -Hazard Mitigation Plan (MHMP) —Adopted by council on July 23, 2025 & Approved by FEMA
on August 14, 2025.
• A request was submitted and subsequently approved to reallocate $31,250.00 originally designated for Weather
Stations and $30,250.00 allocated for Repeater Site Installation, including the associated matching funds of
$8,480.00, for the procurement of generator equipment supplies. Additionally, the remaining balance of
$1,087.14 from the iPad project was reallocated to cover additional costs related to the generator equipment
supplies.
Procured generator equipment supplies, including a job site steel storage bundle containing power distribution
boxes and related accessories, lighting, cables, extension cords, outlet strips, and portable power sources.
These components are critical to ensuring that generators can operate safely and at full capacity while providing
reliable power distribution during emergencies, incidents, and County of Hawaii events. These supplies enhance
operational readiness by enabling rapid deployment, organized storage, and efficient power management in the
field. Without these supporting components, generator systems cannot effectively deliver power where needed,
limiting their functionality during emergency response and planned operations.
Community Engagement: Components of the Mass Care Plan continue to be developed to include Points of
Distribution and Community Feeding Plans, however, this project reached a standstill and the Civil Defense
Agency requested and was approved to reallocate the $75,000.00 with a match of $25,000.00 to fund the
salaries and wages of two (2) Civil Defense Staff Officers and two (2) Civil Defense Administrative Officers to
support the priority areasiproject goals of planning, community engagement, Emergency Response
Qualifications, conducting situational assessments, and maintaining current operations. In addition, the
reallocation of funds was also utilized to fund the procurement replacement of a total of thirty-two (32)
replacement Apple iPad's.
Procured a total of twelve (12) replacement Apple iPad's (iPad Air 11' Model M3 A3267, WFFi and cellular
connectivity, 256GB, M3 chip built, camera, all day battery life) that are utilized by staff in the Emergency
Operations Center (EOC) and forty (40) field Apple iPad's (iPad Model A3266, Wi-Fi connectivity, 128GB, field
data collection and secure communication) that are utilized during activations and are dispatched out to the field
for mobile operations, various field check -in stations using our Salamander Inventory System, and for recovery
efforts during damage assessments. Our current cache of Apple iPad's are at their end -of -life and it does not
perform at the level needed to enhance efficiency and continuity of operations.
• Two (2) iPad charging carts were procured to securely store and charge all recently acquired iPads. Funding for
this purchase was supported by $2,000.00 reallocated from Adam Weintraub's salary, along with the remaining
balance from the iPad procurement project. Additionally, $2,082.20 was reallocated from Adam Weintraub's

salary and wages to support the salary and wages of one (1) Civil Defense Administrative Officer. A total of
$4,082.20 was reallocated from Adam Weintraub's salary.

8. Short Project Description/Priorities - Describe the project purpose and goals and identify whether the grant's primary focus is
client services, planning, and/or capacity building. This narrative should not change throughout the period of the grant unless
the SOW changes. List approved modifications that occurred during the quarter, if applicable. *
1. Planning. Multi -Hazard Mitigation Plan (MHMP) update. Continue the review and revision process of the County MHMP with County Council acceptance date no
later than September 2025.
2. Community Engagement Work with County Agencies, Community Organizations, and Local Businesses to develop a Mass Care plan to sustain individuals,
families, and communities from incident response through short-term and intermediate recovery operations. The focus will be on identifying and assigning roles
and responsibilities across the spectrum of participants. Final draft completed no later than December 2025.
3. Community Engagement (Resilience Hubs). There are a total of 42 existing resilience Hubs across Hawaii Island that Civil Defense will be accessing as a partner.
This is a multi -pronged effort to create a communications network with the ability to reach the last person on the last street in a community. The first prong is to
revise the County of Hawaii Auxiliary Communication System (ACS) plan with the addition of integrating Resilience Hubs into the public information and warning
process. The second prong is to establish a network of amateur radio Very High Frequency (VHF) repeater sites across the Island to provide a resilient
communications system for the public information and warning process. The third prong is to train Resilience Hub members to the point where they can obtain a
minimum of a Technician Class amateur radio license (minimum 1 licensed technician per Hub). For this prong at least one General Class and/or Amateur Extra
Class mentor will be assigned to the Resilience Hub. The Fourth Prong is to equip each Resilience Hub (total of 42) with a duel band VHF/Ultra High Frequency
(UHF) radio and a weather station to provide the link between the repeater network (8 sites for repeaters) and the individual community member. The EHP s have
been completed for the repeater sites and is being funded by the Homeland Security Grant
4. Emergency Response Qualifications. Establish a County of Hawaii Qualifications Review Board (QRB) to certify a total of twelve (12) County employees and fnre
(5) community members in Incident Command System (ICS) positions. This will include creating QRB bylaws and modifying position task books to reflect the skills
needed to work within the Civil Defense information management process at the emergency operations center (EOC) or incident command post (ICP). This goal
creates the primary documents around which the annual training within the Integrated Preparedness Plan (IPP) will be developed to create an effective cadre of
individuals capable of coordinating response and recovery operations.
5. Situational Assessment Conduct a business process analysis to determine the infrastructure and processes required to collect and process data to provide an
accurate common operating picture (COP) and information products such as situation briefs, decision briefs, and situation reports. This goal focuses on the
information requirements (IR) and command critical information requirements for daily operations and priority intelligence requirements (PIR) for emergency
response. The hardware and software requirements to facilitate this process will be based on the studies recommendation and will be procured and configured
with other grant funding to meet the goal.
6. Maintain Current Operations. This goal includes Civil Defense staffs daily preparedness and mitigation actions which include maintaining equipment, gaining
and maintaining proficiency in response and recovery systems, preparing and/or reviewing plans, and staff continued education in preparedness mission areas.

11. What was accomplished this quarter that impacts or improves preparedness, readiness, and response, such as training or
exercises conducted?*
• Updated the Multi -Hazard Mitigation Plan (MHMP) — Adopted by council on July 23, 2025 & Approved by FEMA on August 14, 2025.
• A request was submitted and subsequently approved to reallocate $31,250.00 originally designated for Weather Stations and $30,250.00 allocated for Repeater
Site Installation, including the associated matching funds of $8,480.00, for the procurement of generator equipment supplies. Additionally, the remaining balance
of $1,087.14 from the iPad project was reallocated to cover additional costs related to the generator equipment supplies.
• Procured generator equipment supplies, including ajob site steel storage bundle containing power distribution boxes and related accessories, lighting, cables,
extension cords, outlet strips, and portable power sources. These components are critical to ensuring that generators can operate safely and at full capacity while
providing reliable power distribution during emergencies, incidents, and County of Hawaii events. These supplies enhance operational readiness by enabling rapid
deployment, organized storage, and efficient power management in the field. Without these supporting components, generator systems cannot effectively deliver
power where needed, limiting their functionality during emergency response and planned operations.
• Community Engagement Components of the Mass Care Plan continue to be developed to include Points of Distribution and Community Feeding Plans, however,
this project reached a standstill and the Civil Defense Agency requested and was approved to reallocate the $75,000.00 with a match of $25,000.00 to fund the
salaries and wages of two (2) Civil Defense Staff Officers and two (2) Civil Defense Administrative Officers to support the priority areas/project goals of planning,
community engagement, Emergency Response Qualifications, conducting situational assessments, and maintaining current operations. In addition, the reallocation
of funds was also utilized to fund the procurement replacement of a total of thirty-two (32) replacement Apple iPad's.
• Procured a total of twelve (12) replacement Apple iPad's (iPad Air 11' Model M3 A3267, Wi-Fi and cellular connectivity, 256GB, M3 chip built, camera, all day
battery life) that are utilized by staff in the Emergency Operations Center (EOC) and forty (40) field Apple iPad's (Pad Model A3266, Wi-Fi connectivity,128GB, field
data collection and secure communication) that are utilized during activations and are dispatched out to the field for mobile operations, various field check -in
stations using our Salamander Inventory System, and for recovery efforts during damage assessments. Our current cache of Apple iPad's are at their end -of -life and
it does not perform at the level needed to enhance efficiency and continuity of operations.
• Two (2) iPad charging carts were procured to securely store and charge all recently acquired iPads. Funding for this purchase was supported by $2,000.00
reallocated from Adam Weintraub's salary, along with the remaining balance from the iPad procurement project Additionally, $2,082.20 was reallocated from
Adam Weintraub's salary and wages to support the salary and wages of one (1) Civil Defense Administrative Officer. A total of $4,082.20 was reallocated from
Adam Weintraub's salary.
• Emergency Response Qualifications: Independent ICS trainings have been obtained, and the overall State qualification program is being developed by the State
and Counties.
• Situational Assessment Using current equipment and technology updates and advances to current and new COP information has been and is being developed.
• Maintained current operations and situational awareness. This included the Civil Defense staffs daily preparedness and mitigation actions which include
maintaining equipment, gaining and maintaining proficiency in response and recovery systems, preparing and/or reviewing plans, and staff continued education in
preparedness mission areas.
