Your Policy Committee on Public Works and Mass Transit, to which was referred Bill 162,
reports as follows:
Bill No. 162, transmitted by Council Member Rebecca Villegas, via Communication No. 907,
dated May 7, 2026, amends Chapter 3 of the Hawaii County Code 1983 (2016 Edition, as
amended), relating to paid parking facilities.
Bill No. 1.62 adds a new article to establish signage requirements for paid parking facilities, to
include a schedule of rates, notice of any additional fees, hours of operation, and information on
towing procedures.
Committee Member Rebecca Villegas provided background information.
There was no further discussion on this matter.
Your Policy Committee on Public Works and Mass Transit is in accord with the purpose and
intent of Bill No. 162, and recommends its passage on first reading.
