KIERKIEWICZ: Chair, I just want to lend my support for this particular amendment. During Committee, we discussed making sure that it was noted on the record that absences were excused for both Committee and Council. And again,just for clarity on this amendment, it extends this new rule to cover Committee meetings as well. The Council Chair will still be determining whether the absence is excused or not, but the Chairperson of the respective Committee is to announce it on the record for that specific Committee. KANEALI`I-KLEINFELDER: I appreciate you bringing forward these two resolutions, as we've had a number of issues that were raised in the past few months through different channels. KIMBALL: Just a quick follow-up on that. I think it would be useful for you to describe to the public where they would find the information after meetings. So, presumably for the Council meeting, it will be part of the minutes. And similarly for the Committee meetings, it will be part of those transcripts. CHR. INABA: Yes. Correct. Page 9 Hawaii County Council-39 May 20,2026 Res. 548-26: AWARDS FIVE STEWARDSHIP GRANTS FROM THE PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION MAINTENANCE FUND AS RECOMMENDED BY THE DIRECTOR OF FINANCE FOR THE FISCAL YEAR ENDING DUNE 30, 2027 Authorizes the Director of Finance to provide Public Access, Open Space, and Natural Resources Preservation Maintenance Fund Stewardship grants totaling $477,266.50 to four nonprofit organizations,pursuant to Section 10-16(h) of the Hawai`i County Charter. Page 10 Hawaii County Council-39 May 20,2026 Res. 549-26: AUTHORIZES THE PAYMENT OF FUNDS FROM LATER FISCAL YEARS TO ENTER INTO A MULTI-YEAR HOUSING ASSISTANCE PAYMENT CONTRACT WITH THE PROPERTY MANAGER OF AN AFFORDABLE HOUSING PROJECT SELECTED BY THE OFFICE OF HOUSING AND COMMUNITY DEVELOPMENT FOR THE PROJECT-BASED VOUCHER PROGRAM Authorizes the Mayor to enter into a multi-year agreement to provide 29 vouchers for the Kino`ole Senior Residences proposed voucher project. The estimated annual cost of the agreement would be up to $550,000, with a term of up to 20 years. Seconded by Mr. Hustace. CHR. INABA: Vice Chair Onishi. MR. ONISHI: Thank you, Chair. I just wanted to clarify. I think at the last meeting, I had mentioned about this property. We were told that the ownership of the property wasn't the County. I did go and research with (Real) Property Tax, and the County does own the property. What happened is back in—where is the date—back in September 21, 2006, the Department of Water bought this property. And thenoh, back in September 26, 2006, the Department of Water bought this property, and then it was turned over to the County. And then there is a lease agreement with 2020 Kino`ole Limited Partnership that is dated on July 1st, 2010. Just to clarify. Thank you, I yield. CHR. INABA: Thank you, Vice Chair Onishi. Page 11 Hawaii County Council-39 May 20,2026 Res. 550-26: AUTHORIZES THE PAYMENT OF FUNDS OF LATER FISCAL YEARS OF COST ITEMS ASSOCIATED WITH THE HAWAI`I FIRE FIGHTERS ASSOCIATION, BARGAINING UNIT 11, AND CERTAIN OTHER EMPLOYEES EXCLUDED FROM BARGAINING UNIT 11 FOR THE CONTRACT PERIOD BEGINNING JULY 1, 2025, AND ENDING JUNE 30, 2029 The estimated costs over the four years of the new contract resulting from across-the-board increases would be $25,292,860. KANEALI`I-KLEINFELDER: Just going to take a minute to state I understand that this was maybe not the wanted outcome for HFFA (Hawai`i Fire Fighters Association), but it is a substantial step. And I do hope that our firefighters appreciate that we appreciate them, and that in the future maybe this can be worked on. But for the time being, a $25 million, four-year increase in salaries is substantial. I'm sure there was more wanted, and we'll see what happens in future years, but just wanting to state that for the firefighters out there who do so much for our community. CHR. INABA: Thank you. GALIMBA: I haven't really said too much in all of this, and I just wanted to take this time to say that I am a fan of General Plan 2045. I'm not a fan of every single word in it and every single policy in it, but the overall vision and direction I am very much a fan of, especially the biocultural stewardship section. And even in that, I'm not a fan of every single policy in it. But this General Plan provides a number of tools. And each policy and action is a potential tool that someone could take up. And they don't have to take it up. Page 35 Hawaii County Council-39 May 20,2026 This General Plan is structured as a collaboration between government and the public at large. So, in order to either fulfill or not fulfill any of the particular actions in it will require collaboration between public and private entities. And the public and government as a public entity, as well as potential businesses, nonprofits are the players who may take an interest in any particular policy. Something that actually got called out, there is a strong desire expressed and goals established towards getting away from fossil fuels, and I drive a diesel truck. And I'm happy to drive a diesel truck because I need it for certain jobs on the ranch. But I also understand that electrifying our public fleet would be a good thing. And given the fact that diesel is now over $7 a gallon, I use my diesel truck only for very specific instances when I absolutely need it. And I'm not afraid that this General Plan is going to affect my ability to do what I need to do with my big, old—well, it's not very old—but big fossil fuel-burning diesel truck. So I think a lot of people have gotten sort of hung up on particular words, particular policies and see them as threatening, whereas it is the General Plan. As Council Member Kaneali`i-Kleinfelder pointed out last time, it's general and it is not a coercive document. It is a plan for all of us to go in a direction that I think the majority of people on this island want to go in. And I respect those who don't want to go in that direction. And I don't think that there is anything in here that will not allow you to burn all the fossil fuel that you want in your personal life paying market prices. So that is my take on it. I think there's some really wonderful things in it that I'm a huge fan of. And I really want to thank the Planning Department and the Planning team and everyone that put in the thousands of hours to create this plan. I yield at this time. CHR. INABA: Other discussion? Council Member Kaneali`i-Kleinfelder. MR. KANEALI`I-KLEINFELDER: I appreciate Michelle making that statement. I appreciate the testimony provided at all the different stages from start to ending in review of both documents, with the amount of funds spent to create and finalize the 2045 General Plan, with the work the Planning Department did in line with the community. It's important that we move forward a plan for the community. It is a General Plan. I think all too often we get locked up in what could be, but I like to bring it down to the simplicity of what it's supposed to be. It's called the General Plan for a reason. It's not a mandatory document. It creates a guideline by which we can function as a County and grow as a County. It provides a backbone for land use decisions and for different decisions, but not a"shall be done"requirement schedule for how it's going to get done. And that, to me, is good because as we grow as community, we have to be able to change and move with the times. Nothing solid. Nothing stays the same. To set in motion a plan that is specific leaves no room for future changes in the world. So I'll be supporting the 2045 General Plan. It's important to me that we do this as a Page 36 Hawaii County Council-39 May 20,2026 County before we change councils. It's how we move into the future with a plan that makes sense, and that I think the department did a wonderful job putting together. And the community, again you have been participating. You have been heard. You're not being ignored. But there's a balance between public, future planning, government officials, Planning Department, and all the input and what is best for Hawaii Island with everything taken into account. And in this moment, the 2045 General Plan is that document that I want to bring forward to the community. So thank you for everyone's time and energy into this, to Ms. Kierkiewicz for bringing forward a new version, to the community in expressing what's important to them, for the different Council Members expressing why they feel the way they do. It's important that we all share our perspectives. Thank you. CHR. INABA: Council Member Villegas. MS. VILLEGAS: I'm in full support of the General Plan 2045. I am hopeful that we will get this passed through first reading, and then also through second reading. Honestly, my heart breaks for some of the testifiers, because I see and hear the concern and the fear and the belief systems that this is some kind of a conspiracy document related to a global world order and whatnot. Having been raised by a father who believed very similar things and indoctrinated at a young age to be afraid of things that did not happen. But there were tiny veins of truth. I know what it's like to live with that belief system and it's unfortunate. It can be debilitating. It also creates comradery amongst people. But I still think it's tragic. Our intention sitting here as imperfect, humble public servants is not a grand scheme for global takeover smart cities, weather change patterns, all those things. And that, I suppose, is one of the ironies I've witnessed in this process is the people that I've worked with and looked to as decades-long advocates for our planning processes here as community advocates; environmentalists, cultural practitioners, whatnot. They have said this is not perfect. I don't know any human-made construct that is. But the backlash on the other side has been really an interesting dynamic to endure. So I am hopeful. I feel that we have the will here in the Council. I also want to thank Planning for the courage to continue to advocate for this, to lean in to make public statements. Thank you to the CDP (Community Development Plan) Action Committee and John Pelletier and Nancy Pisicchio and all those that participate there in making their voices heard. KAGIWADA: Thank you, Chair. I do hear also a lot of stress in the community around this bill and I'm sad about that. But the struggle, the discussions are so important that we have the ability for people to express themselves here in the chambers and send in testimony. I think it's critical and so appreciate everybody who participated in any way in this process so far. I do believe that most of us up here are pretty much generalists. We don't know planning the way the people in our Planning Department who have studied it and worked at it for years and years really understand all the details and the ins and outs. So while I continue to learn and look at every aspect, when we come to something as big as the General Plan, I also do believe in the expertise that our Planning Department brings and I support that. And I feel like they've made a lot of effort to reach out to the community as well over the past several years as this has been going through. Finally, I just want to say, for the Hilo community who's been waiting and waiting to do a redevelopment plan and have an action committee to have formalized participation from the people in planning processes, I have been kind of told over and over again that this process will start once we pass the General Plan. And so, it's another reason that I do want to see this plan pass and move through, because the Hilo community has been waiting for too long to be a formal part of the planning processes for the County. And I want to see that go forward as well. So I will be supporting the 2045 plan. I really appreciate all my fellow Council Members who have added so much to these discussions, and brought their own personal experiences as well as so much of what they've learned over the years. ONISHI: My question is not too much about the General Plan, but I just wanted to clarify what was mentioned about the Hilo Community Development Plan. And can you please explain to the public and also to the members about there is something that you have, documents? MR. DARROW: Sure. MR. ONISHI: Go ahead. MR. DARROW: Good afternoon, Chair Inaba, Vice Chair Onishi, members of the Hawaii County Council. Jeff Darrow with the Planning Department. The Page 38 Hawaii County Council-39 May 20,2026 question being asked is we've heard a lot"There is no South Hilo CDP." That is an incorrect statement. There isit actually was the first Community Development Plan that was passed in 1975. I've read it many times. We still use it to this day when there's applications within South Hilo. It is still pertinent but it definitely needs to be revised and looked at and amended and new things brought in. But as I've mentioned in conversation with you, they were way ahead of their time. They did things in their document that were visionary, including, as I mentioned, a visual assessment of certain areas that they would review and limit and restrict if someone came in for land use entitlements. MR. ONISHI: Thank you. I just wanted to get that because, yeah, I've heard that too. And then, would you still remember who did it, that company? Because what I heard, those people that did it were awesome. MR. DARROW: I can't I mean, it was the group that was assigned to do it back then. Yeah. MR. ONISHI: Right. Okay, thank you. I yield. CHR. I appreciate all the time and energy that my colleagues have put into reviewing the General Plan, the amendments that were brought forward. I didn't think it was ready to leave Committee the last time around because of what we had on the floor, because of the conversations we had yet to have about some of the really interesting and valid topics that are being proposed in some of these amendments. I do worry that we haven't had that conversation about some of them. So I do hope, looking forward to having those conversations succinctly as it relates to this and mapping those out appropriately. We've kind of been put in this interesting place where the rules are in the '05 plan, but it contradicts our legislative authority. I've really struggled with that for sure. Because, any resolution, bill for ordinance that comes before us we have the opportunity to amend and adopt as we see fit as a body. And so, this has been really a big issue I think, and that language should not have been in the 2005 document, putting that blackout on us. That's unfortunate. I have before you some maps. It's in one communication as an entire package. And then I did separate them out to be considered one at a time. Director Darrow, could you share with us what it takes to engage with the map consultant and the time needed to kind of work through changes with the mapping components? MR. DARROW: Sure. I mean, we've begun previously having discussions with our map consultant. We were anticipating a number of amendments from the Page 39 Hawaii County Council-39 May 20,2026 Council Members, and we had engaged with the consultant to prepare for a number of map changes. So we were in this process that we were going to receive them and start initiating. But things got put on hold at a period of time and so that stopped. Had that happened, I'm sure those would have been done now. If they happen now, I don't think we can do it within such a short period of time to have it ready for the next Council meeting. I would definitely work diligently with the consultant to make sure we get it for the next Kona hearing. That's the best we can do at this point. MR. HUSTACE: Director, when we have map amendments, you would want to see it changed in its digital form within the document itself, then. Not just as a paper edition, then. What is the thoroughness that if we make a map amendment and change, what does it need to reflect in that subsequent draft? MR. DARROW: So this may not be an answer for me to answer. And the reason why I'm saying that is it may be a decision that the Council can make, in the sense that if the—what has to happen is, obviously you've submitted a request for amendments. Then there has to be a proposed Draft 3, right? And the Draft 3 usually is a prepared document with the Draft 3, yeah. And so, depending on how comfortable the Council Members feel about having that document Draft 3 in its final state, or if they feel comfortable approving amendments saying that's going to be a part of Draft 3 and include those with it. Again, I don't know how specific the Council needs that document to be complete before it can make that particular vote. MR. HUSTACE: Did you want to add anything? CHR. INABA: Yes. Like any other legislation, especially with the agendizing of a potential Draft 3, should any amendment be passed today, Draft 3 would need to be complete and provided in Laserfiche for public access, to include any amendment that was passed by the Council. MR. HUSTACE: It definitely adds a little bit of a time constraint in terms of the progression of how we see this document moving forward. The policies and the actions and the goals definitely have some of the weight in the document, but for me personally, the maps carry more of the weight. I mean, it really designates where we see, or may or may not see, growth or changes in community, not affecting any of the underlying zoning for community members and the property rights that they have but where change could happen where we possibly could see development. And that relates to our CDPs and our regional plan and those sorts of things. For me, personally, it carries a huge weight. And so, what I had proposed in here, in these amendments, really tries to address omissions or errors that I saw within the geographic bounds of District 9, some Page 40 Hawaii County Council-39 May 20,2026 into District 1 too, of course—kind of in those reaches of Waimea. But try to address some things that I thought should have been called out, or things that were maybe a mapping error possibly, something that was off a little bit, not too much. But it was kind of within that same realm of natural and extensive ag, and it was some interesting polygons in those spaces. But there were some recreational spaces that were omissions. But talking to you, Director Darrow, and your team, the maps—we don't necessarily want to go down by the one foot by one foot sort of resolution when we're looking at the maps. You can go through an infinite scale and geographic information systems, and we really—what I think the document lacks is a clear, even if it's just one sentence, a clear recognition of what resolution we identify the maps. Right? Because, we look at the '05 plan, it was the paper maps that were kind of the baseline for community. And Council Member Kierkiewicz talked about, in some of your conversations in the past, about more of these areas of potential growth without really specific defined lines in a community. So the document does lack that in terms of how do we really interpret the maps. How do we look at the maps and say the line is here or here, or we have this kind of space where it kind of fluctuates where changes could happen in those areas. So that does need to be called out in the document. And there are specific areas—as you see in those possible amendments, there are areas that should be called out because we are using them in certain capacities. So it's very unlikely that's going to change from a recreational purpose to a housing purpose, very unlikely, especially if we're using it as a community park space at the moment. So that does need to be called out in the document about how we read and interpret the maps, because as I mentioned, that is—for me, it carries a bigger weight than a lot of the policy things. Those guide some of the direction for sure and implementation of our strategies and actions and goals. So there's that. I also have some challenges with the implementation table 6.4.4 where we are calling out State agencies, because we don't really have the authority to do so. They may work with us on things and they may be a good resource, but I think the way it kind of reads it out is, "This is the Department of Land and Natural Resources or State Historic Preservation. They have to do this." But they don't have to do this. They may work with us on it, and we can drag them to the table to do so. So we have to be a little careful with that, I think, in those implementation tables. Beyond that, there were—kind of reading through this, we have to address grammatical, typographical issues. There's small manini things here and there that we just have to kind of work through on that. Page 41 Hawaii County Council-39 May 20,2026 And then lastly, it was one that I brought up pretty early on in the process, is about our workforce development and where we see that going. And those triggers or impacts to our workforce community, individuals within the County, within our bounds of the County as well as on the island, and those being affected by workforce changes. And I'm specifically talking about artificial intelligence here where there are pros and cons. There are big challenges we're going to have to face. So that's a policy that we really need to kind of specify in this document. So I just wanted to highlight a few of those—and I appreciate the latitude, Chair—where I see some direction to improve this document and amendments still in the future. So thank you for the consideration. I appreciate everyone's time and input on the General Plan. Thank you, Chair. MR. DARROW: Chair, if I could respond? CHR. INABA: Briefly, go ahead. MR. DARROW: Thank you. Just to address the question of the land use maps. It does not have something in the plan that states we look at this from a particular ratio standpoint. Prior to the introduction of GIS, geographical information systems, everything was done on maps, and they did not have specific identifications of properties. It was a map without property lines. So when you saw a color on a map, you guesstimated where those boundaries were. With the introduction of GIS, obviously we ended up putting our County zoning, our State Land Use Boundary amendments, as well as our land use map designations, which when it went on that map, everyone interpreted it as very specific to that particular line. In our plan under the area that talks about the purpose and authority of the General Plan land use map, it clearly says that these maps are meant to be broad-brush boundaries. It doesn't use a ratio, but we've always applied that broad-brush ratio when we've made these decisions. What that is can change at different circumstances. And I see what you're saying; we probably can consider something of a ratio. But it's better, each circumstance, some people look at it less in a particular area; some people look at it broader in other areas. CHR. INABA: Thank you, Director. MR. DARROW: Thank you. CHR. INABA: I want to get to Council Member Kimball. Anything further right now? MR. DARROW: I'm good. Thank you. Page 42 Hawaii County Council-39 May 20,2026 CHR. INABA: Okay, thank you. Council Member Kimball. MS. KIMBALL: I was just going to add to this particular part of the conversation. I agree with Council Member Hustace that, in my mind, the maps are usually the most significant aspect of this entire package. I would disagree respectfully with regard to really specifying a scale or any kind of metric about how you interpret that map, because it is that flexibility in interpretation that identifies this plan as a general plan, as opposed to a specific land use plan which is what our zoning code is. And so, I think one of the proposals that Council Member Kierkiewicz has had through the course of this discussion was really changing the maps maybe to more of a heat map rather than these defined lines. And I think that's a logical proposal as well. I bring this up in the context that I've looked at your amendments. I for one, and I may be alone on this, would be perfectly willing to accept your error the ones that you see as corrections as amendments at this time. And if the electronic version isn't updated in time, I think we have sufficient documentation in the amendment documents themselves to represent what our intention is as a body. And I think that's what matters when we're looking at future drafts. So again, that may just be me, but I'm fine with proceeding with these proposed corrective amendments in terms of the map. I will say that I'm going to, again, not introduce any of the narrative amendments that I've put forward. I do want to highlight the data center thing again because I keep going around on this. But to be super clear, I don't think it's appropriate to have data centers here. There's too much energy use, too much water use. They're so disruptive to communities. That's just what I'm hearing again and again from our colleagues at the national level. They're essentially prohibited in our code. Just a little more (inaudible)that we can do to strengthen that. But I will say that people in—and I was just talking to the Director about this—in State land use ag, there might be a mechanism through the State to get a special use permit. And so, at some point somewhere, we are going to have to put constraints, even though by default they're prohibited in the sense that they're not a permitted use right now. Anyway,just putting that out there. Thank you. CHR. INABA: Any other feedback? Council Member Kierkiewicz. MS. KIERKIEWICZ: Thank you. What a journey this has been. One of the greatest responsibilities we have as Council Members is to create that long-range vision for our County. Very few"carry that weight outside of our adopting our annual budget." This document is going to influence how and where communities grow, how we prioritize resources, and really the future we are having the next generation inherit. They're going to be inheriting the strengths and shortcomings of our decisions. Page 43 Hawaii County Council-39 May 20,2026 This has been quite a process, and I think it reflects what is really beautiful about our island. And that is that people care so deeply about this place and our future. Folks have testified for years, for hours. Folks have organized. They've shown up time and again to advocate for what they believe in. And so, I am grateful to see this level of civic engagement. But there is a side of this process that I do want to acknowledge, because it's been also very painful and stressful and very tense here at Council and in the community. Disagreement is very healthy, and I think that has a place in our civil discourse. But I think what has concerned me throughout this process is the inability for differing viewpoints to exist without dehumanizing someone else. We have all been on the receiving end of personal attacks and vilifying comments, and I don't think that represents the best of who we are as a body or as a community. So I hope that we can take this process to heart and just be kinder going forward, and treat everyone with the dignity that people deserve. We can disagree without becoming enemies. Regardless of how the vote goes down today here, I think everybody on the Council has worked really hard,poured in countless hours to really understand this plan and what it means to the future for our island. Many folks in the community have done the same, and we've all come to different conclusions. And that's okay. I don't think any side is acting out of malice. I think just folks really care. My opposition to the General Plan is going to continue to be rooted in the fact that I don't know how we implement this. The governance piece for me is not strong enough. I think we are attempting to do too much without the proper resources and support. Just because we're sticking it into the General Plan, this is not a golden ticket that unlocks infinite resources. It does not make things more real or achievable or enforceable. That is my opinion. This is just based on what I have seen over the last eight years on the County [sic] and our inability to execute on countless plans that we adopt. And for what? Right? For what? We adopt these plans, make people feel good, and then along the way folks lose faith and trust in government because we did not act on these plans that we hold in such high regard. I offered another framework for consideration; I wish we had more time to go out to the community to vet that. But let the chips fall where they may. I just hope that folks know this is not the end, right. Once we adopt this plan as a body, there is still a responsibility to take care of one another and to take care of our island. And I hope that we continue to just keep an open mind and be willing to listen to each other and to take care of one another. Because, there's so much at stake with all that's happening with data centers and Al (artificial intelligence) and things that are happening globally. We have to do everything that we can to take care of each other and our resources so that we can sustain present and future. Thank you for the opportunity to be part of this process. My concern really is the organization of the plan. And given the rules that we must operate within right now and also the timeline, it's almost impossible to make the significant changes I would like to see. But like Council Member Kierkiewicz pointed out, more work is to be done on this General Plan in whatever fashion it is approved.
