Dear Councilman Yagong:
The Wa'awa'a-Koas Road Action Committee, an ad hoc committee of the Pakaka Road and Kapoho
Papaya Fars Road Associations, would like to request this letter be considered as a communication to
the County Council's Public Works Committee. This communication follows up on the July 6"'
communication to the Public Works Committee regarding improvements to Highway #137 a.k.a. the Red
Road. Attached is a list of names of residents who support this request.
Whereas, we have received the attached memo and justification regarding an 'approved' project to pave
a two-mile section of Highway #137 north of Kapoho and referred to as the Wa'a Wa'a Beach Road
improvement Project (reference Al Smith's 1999-2000 Progress Report). This section of roadway is
alternatively referred to as the Honolulu Landing Road, the Government Beach Road, and the King's
Highway.
Whereas, the voting public of the area just received a campaign flyer from Councilman Al Smith wherein it
is reported that the Wa's Wa's Beach Road Improvement project has been approved;
Whereas, only one of the land owners with property abutting this roadway and none of the community
associations, and/or volunteer fire company located in the three subdivisions directly impacted by this
proposed project were notified before its approval:
Whereas, the number of property owners directly impacted by this project is greater than 200;
Whereas, local residents and island visitors appreciate the scenic value of this roadway;
Whereas, this roadway traverses one of the oldest and most elaborate village sites of the ancient
Hawaiian culture;
Whereas, this roadway provides access to one of the last remaining intact littoral forests in the State;
Whereas, this project is being partly funded with federal FEMA money originally allocated to other
projects such as the Puna Emergency Access Road (see attachments);
Whereas, this project may require the destruction of habitat, removal of century-old trees and rock wall
boundaries;
THEREFORE, we would appreciate the Public Works Committee allowing this communication into the
public record and providing the public a brief opportunity to comment on this proposed project.
