HomeMy WebLinkAboutRES 577 Draft 02 2024-2026A RESOLUTION AMENDING THE RULES OF PROCEDURE AND ORGANIZATION OF THE COUNCIL OF THE COUNTY OF HAWAI‘I BY ADDING A RULE RELATING TO NATIVE HAWAIIAN LAW TRAINING. WHEREAS, on December 2, 2024, the Council of the County of Hawai‘i (hereinafter, the “Council”) adopted the Rules of Procedure and Organization of the Council of the County of Hawai‘i (hereinafter, the “Rules”) as provided in Resolution No. 3-25 to govern the affairs of the Council; and WHEREAS, Rule No. 16-1 provides, in part, that the Rules “may be amended at a regular Council meeting by a resolution approved by an affirmative majority vote of the entire membership of the Council”; and WHEREAS, the Council finds that adding a new rule relating to Native Hawaiian law training bears consideration; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that the Rules are hereby amended by adding a rule to be appropriately inserted and to read as follows: “RULE NO. __ NATIVE HAWAIIAN LAW TRAINING 1. Within twenty-four months of taking office, each Council Member shall enroll in and complete the training course administered by the Office of Hawaiian Affairs under the Hawaiʻi Revised Statutes, section 10-42, relating to Native Hawaiian and Hawaiian traditional and customary rights, natural resources and access rights, and the public trust. 2. This rule does not apply to any Council Member who has completed this training previously, whether in a private or public capacity. 3. The Council Chairperson shall maintain a record of Council Members who have completed this training.” BE IT FINALLY RESOLVED that the County Clerk shall prepare and transmit to all appropriate parties a copy of the Rules, as amended herein, to replace the existing portions rendered obsolete by this amendment.
