Kierkiewicz via Communication 709 <br />dated January 15, 2026, amends Chapter 25, Article 7, Division 4, of the Hawaiʻi County Code <br />1983 (2016 Edition, as amended), relating to the Pāhoa Village Design District. <br /> <br />This bill clarifies duties, procedures, and other regulations regarding the Pāhoa Village Design <br />Guidelines and the Pāhoa Design Review Committee; makes other technical and non-substantive <br />amendments. <br /> <br />Planning, Land Use, and Economic Development Meeting of February 3, 2026 <br /> <br />Ms. Kierkiewicz shared that the bill clarifies the use of the Pāhoa Village Design Guidelines, <br />which inform the aesthetic character of Pāhoa Village for new development and building <br />renovations. The bill defines how members of the Pāhoa Design Review Committee are selected <br />by the Puna Community Development Plan Action Committee and specifies the review <br />committee’s responsibilities. The bill further clarifies the process of reviewing the design <br />guidelines every ten years to ensure continued applicability and opportunity for modernization. <br /> <br />Bill No. 125 was referred to the Windward Planning Commission as well as the Planning <br />Director on February 4, 2026. <br /> <br />On May 27, 2026, Managing Director William V. Brilhante, Jr., via Communication No. 709.1, <br />forwarded a favorable recommendation to the Council from the Windward Planning Commission <br />as recommended by the Planning Director. <br /> <br />Planning, Land Use, and Economic Development Meeting of June 16, 2026 <br /> <br />Planning Director Jeff Darrow was present in the Kona Chambers to present the favorable <br />recommendation from the Windward Planning Commission to the Council and to respond to <br />questions. <br /> <br />Committee Vice Chair Michelle M.
