Your Policy Committee on Planning, Land Use, and Economic Development, to which was
referred Bill No. 125, reports as follows:
Bill No. 125, transmitted by Council Member Ashley L. Kierkiewicz via Communication 709
dated January 15, 2026, amends Chapter 25, Article 7, Division 4, of the Hawaii County Code
1983 (2016 Edition, as amended), relating to the Pahoa Village Design District.
This bill clarifies duties, procedures, and other regulations regarding the Pahoa Village Design
Guidelines and the Pahoa Design Review Committee; makes other technical and non -substantive
amendments.
Planning, Land Use, and Economic Development Meeting of February 3, 2026
Ms. Kierkiewicz shared that the bill clarifies the use of the Pahoa Village Design Guidelines,
which inform the aesthetic character of Pahoa Village for new development and building
renovations. The bill defines how members of the Pahoa Design Review Committee are selected
by the Puna Community Development Plan Action Committee and specifies the review
committee's responsibilities. The bill further clarifies the process of reviewing the design
guidelines every ten years to ensure continued applicability and opportunity for modernization.
Bill No. 125 was referred to the Windward Planning Commission as well as the Planning
Director on February 4, 2026.
On May 27, 2026, Managing Director William V. Brilhante, Jr., via Communication No. 709.1,
forwarded a favorable recommendation to the Council from the Windward Planning Commission
as recommended by the Planning Director.

Planning Director Jeff Darrow was present in the Kona Chambers to present the favorable
recommendation from the Windward Planning Commission to the Council and to respond to
questions.
Committee Vice Chair Michelle M. Galimba assumed the role of Acting Chair.

There were no questions or comments from the Committee.
Your Policy Committee on Planning, Land Use, and Economic Development is in accord with
the purpose and intent of Bill No. 125, and recommends its passage on first reading.
