Dear Councilmembers:
Thank you for allowing members of the affected community an opportunity to provide input to the
Public Works Committee regarding the County's proposed paving project on the portion of the
Government Beach Road referred to as the Wa's Wa'a Beach Road. The community strongly
supports agriculture and would like to see appropriate infrastructure developed in the region to
assist that industry. Our intent was to inform the Council that agriculture's demands for access into
the area might best be met by paving existing roadways other than the Government Beach Road.
We feel that the Government Beach Road should be maintained and enhanced as part of the
island's unique historic heritage and scenic beauty. The attached map provides a summary of
some of the information provided to the Council during that public input session.
As was suggested by Ms. Bobbie Jean Leithead-Todd, we would like to extend an invitation to the
entire Council to conduct a site visit of the roadway and area in question. This approach would
allow the Council to become fully acquainted with the issues involved in this proposed project.
Councilman Dominic Yagong mentioned that the Council would receive information from the
administration's staff regarding the sources of funding for this project. We would appreciate being
informed on that matter as well since we have received conflicting information from various sources
within the County regarding both the sources of funding and scope of this proposed project. Also,
as evidenced in the copies of communications from Mr. Norman Olesen which were provided to
each member of Council, it is unclear as to whether an Environmental Assessment (EA) or an
Environmental Impact Statement (EIS) will be contracted initially. The community would like to be
informed as which type of analysis is being pursued and would appreciate receiving a copy of the
request for bids for that project. Such clarity in communication is necessary If the affected
community is to be considered in the design phase of this project.
Regarding the request by Pakaka Road Association made in 1998 asking the County to consider
attemative access routes for papaya production, we are still awaiting a response from Research
and Development. To date we have not been provided any follow up on the feasibility analysis
referred to in Ms. Margarita Hopkins communication dated December 28, 1998, a copy of which
was provided to the Council at the July 2e meeting of the Public Works Committee.
Again, we thank the Council for the consideration and time extended to our community on this
issue.
