A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO BIG ISLAND
SUBSTANCE ABUSE COUNCIL FOR ITS 12TH ANNUAL SUMMER JAM.
WHEREAS, Big Island Substance Abuse Council is a 501(c)(3)nonprofit organization
whose mission is to inspire individuals to reclaim and enrich their lives by utilizing innovative
resources and harnessing the strengths within each person; and
WHEREAS, Big Island Substance Abuse Council is requesting funds for expenses
related to its 12th Annual Summer Jam, including tent and sound system rentals, security and
traffic controls, signage and outreach materials,youth activity supplies, refreshments, and event
insurance, coordination, operations, and supplies, which will serve a public purpose by
benefiting, improving, or promoting culture and the arts, educational concerns,the needs of the
poor,youth,the aged,those with physical or emotional disabilities, and the public health and
welfare of the people and the environment,victims of crimes and health or social crises; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Liquor Control to provide a grant to Big Island Substance Abuse Council for the
expenses and purposes identified in"Exhibit A,"a copy of which is attached hereto and
incorporated herein by reference, in the following amount as set forth below:

Summer Jam is a community-centered youth engagement and prevention event designed to provide a safe,
positive, and culturally grounded space for youth and families on Hawai'i Island during the summer months.The
event combines entertainment,wellness, education, and community connection to promote healthy lifestyles,
strengthen protective factors, and reduce risk behaviors related to substance use,violence, and mental health
challenges.The project will feature live music,youth performances, cultural activities, art and fashion expression,
wellness and resource booths, recreational activities, motivational speakers, and interactive workshops focused on
self-esteem, leadership, resilience, and healthy decision-making. Community organizations and service providers
will be invited to share resources and information related to behavioral health, prevention, education, employment,
and family support services. Summer Jam is designed to create a welcoming environment where youth feel seen,
valued,and connected to positive peers, mentors, and community supports. The event will intentionally incorporate
local culture, creativity, and youth voice to encourage belonging and empowerment.Activities may include creative
wellness stations, sports and team-building activities, cultural demonstrations, recovery and prevention messaging,
and opportunities for youth to showcase their talents through music, dance, fashion, and art.The project also
serves as a prevention and early intervention strategy by increasing awareness of available community resources
while strengthening relationships between youth,families, schools, providers, and community leaders. Through
engagement, positive mentorship, and culturally responsive activities, Summer Jam aims to promote mental
wellness, reduce stigma, encourage healthy coping skills, and inspire youth to envision positive futures for
themselves and their communities.

The Big Island Substance Abuse Council (BISAC), a nonprofit 501(c)(3) organization, is the lead agency
coordinating and supporting the Summer Jam project. BISAC has over 60 years of experience serving Hawaii
Island through prevention, behavioral health,youth engagement,family support, and substance use treatment
services.The organization is responsible for project planning, community collaboration, outreach,fiscal oversight,
volunteer coordination, and implementation of prevention and wellness activities associated with the event.
Summer Jam aligns with BISAC's mission to inspire individuals and families to reclaim and enrich their lives by
creating safe, positive, and culturally grounded opportunities for youth and community connection. BISAC will
partner with local schools,youth leaders, cultural practitioners, community organizations, and service providers to
ensure the event reflects the needs and strengths of the community while promoting wellness and resilience.

funds.
The Summer Jam project aims to bring together approximately 700 attendees for a safe, positive, and substance-
free community event that promotes wellness,youth engagement,and community connection. A key measurable
outcome of the project is the participation of at least 30 health fair and community resource vendors that will
provide information, education, and supportive services related to health, prevention,wellness, behavioral health,
and community resources.These funds will support event coordination, outreach, and activities that help ensure
strong community participation and successful engagement between attendees and local organizations.The project
will measure success through total attendance numbers and the number of participating vendors and community
partners involved in the health fair portion of the event.
