A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO HAWAI`I
INTERNATIONAL SCIENCE EXPERIENCE FOR ITS 2026 HAWAI`I
INTERNATIONAL SCIENCE EXPERIENCE PROGRAM.
WHEREAS, Hawai`i International Science Experience (RISE) is a 501(c)(3)nonprofit
organization whose mission is to help youth embrace the challenges of an interconnected world
by providing opportunities to broaden their perspective of the world, foster relationships, and
cultivate leadership skills; and
WHEREAS, HISE is requesting funds to assist with lodging costs for its 2026 RISE
Program,which will serve a public purpose by benefiting, improving, or promoting culture and
the arts and educational concerns within our County; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 2 are hereby transferred to the
Department of Research and Development to provide a grant to Hawai`i International Science
Experience for the expenses and purposes identified in"Exhibit A," a copy of which is attached
hereto and incorporated herein by reference, in the following amount as set forth below:

The Hawai'i International Science Experience (HISE) is an annual 5-day science and culture program designed and
hosted by high school student leaders on Hawaii Island.The program brings together students from across Hawaii
Island and invites international schools to participate in collaborative science learning experiences that highlight
innovation, sustainability, and the island's unique environmental and cultural resources.The 2026 program will take
place July 19-23. During this event, participants engage in hands-on science workshops,field-based learning
experiences, collaborative problem-solving projects, and discussions with professionals working in Science,
Technology, Engineering, and Mathematics(STEM) and environmental fields. Students will travel island-wide to
explore its diverse ecosystems and scientific research environments. Activities introduce participants to current
scientific advances, sustainability innovations, and STEM career pathways while strengthening collaboration
between schools and communities across the island.All Hawai'i Island Department of Education high schools, as
well as several charter and private schools, have been invited to participate. The public purpose served by this
program is educational. HISE expands access to experiential STEM education for students and provides
opportunities to interact with professionals, explore careers, and build collaborative skills.The program also fosters
global collaboration by connecting local students with international peers, strengthening our students'confidence in
the world. This program strengthens the STEM education ecosystem by creating direct connections between
students, educators, and professionals working in science. With students from multiple schools, HISE expands
inter-school relations and collaboration. The program supports the development of future leaders while reinforcing
Hawaii Island as a place where education, research, and stewardship of natural resources intersect.

Hawai'i Island students who attended the 2023 Japan Super Science Fair were so inspired by the transformative
experiences that they asked whether a similar program could be offered on Hawaii Island. Community leaders in
youth development responded to their request and created the Hawaii International Science Experience, a student-
designed and delivered 5-day event.This 501(c)(3)will focus on this key event and consider extensions that
promote continued inter-school collaborations and workforce development benefits to HISE alumni.This 501(c)(3)
supports the annual student board,with advisors, and shares responsibilities in fund development.

Measurable outcomes include increased student exposure to STEM fields and career pathways; increased
awareness of post-secondary education options; improved leadership, collaboration, and problem-solving skills
among student participants; and strengthened connections between students, educators, and community partners.
Outcomes will be measured through participation counts, pre-and post-program surveys, student reflections, and
educator feedback, assessing changes in knowledge, interest, and confidence related to education and career
