Within[twenty-tout] twelve months of taking office,each Council Member shall <br /> enroll in and complete the training course administered by the Office of Hawaiian <br /> Affairs under the Hawai`i Revised Statutes, section 10-42,relating to Native <br /> Hawaiian and Hawaiian traditional and customary rights,natural resources and <br /> access rights, and the public trust. <br /> 2. This rule does not apply to any Council Member who has completed this training <br /> previously,whether in a private or public capacity. <br /> 3.
