HomeMy WebLinkAboutRES 604 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAIʻI, DEPARTMENT OF TRANSPORTATION, TO RECEIVE FUNDS TO UPDATE THE COUNTY’S MOTOR VEHICLE REGISTRATION SYSTEM TO IMPLEMENT A SURCHARGE DESIGNATED FOR THE SAFE ROUTES TO SCHOOL PROGRAM. WHEREAS, Section 46-7 of the Hawai‘i Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other public body respecting action to be taken pursuant to any of the powers granted to the County by law and furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; and WHEREAS, the State of Hawaiʻi, Department of Transportation, will provide $6,282.72 to the County for expenses associated with programming and updating the County’s motor vehicle registration system to implement a surcharge designated for the Safe Routes to School program; and WHEREAS, the Department of Finance wishes to enter into an agreement with the State of Hawaiʻi, Department of Transportation, to receive these funds; and WHEREAS, pursuant to Act 212, Session Laws of Hawaiʻi 2025, it is a priority to ensure that there is dedicated funding to accelerate improvements in the most dangerous transit corridors; and WHEREAS, Act 212 established Section 249-37 of the Hawaiʻi Revised Statutes, requiring each county to impose and collect a five dollar surcharge on certain motor vehicle registrations to help fund the Safe Routes to School program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 46-7 of the Hawai‘i Revised Statutes, the Mayor is hereby authorized to enter into an agreement with the State of Hawaiʻi, Department of Transportation, for the purposes hereinabove described. BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; and Diane T. Nakagawa, Director of Finance.
