WHEREAS,the Grassroots Community Development Group is a 501(c)(3)nonprofit organization that supports individuals and groups that provide programs, activities, events, projects, and educational workshops that benefit the public, free of charge; and WHEREAS,the Grassroots Community Development Group is requesting funds for expenses related to the 4theLove Festival for hip-hop instruction,performances,judging, event coordination, sound equipment rental, audio technician services, and grant administration,which will serve a public purpose by benefiting, improving, or promoting culture and the arts,' educational concerns,the needs of the poor,youth,the aged, and those with physical or emotional disabilities,the public health and welfare of the people and the environment, and victims of health or social crises; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 5 are hereby transferred to the Department of Liquor Control to provide a grant to the Grassroots Community Development Group for the expenses and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,500 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $5,500 CREDITED TO: 1010-21-25139 Department of Liquor Control $5,500 Public Programs 530115 Misc. In 2,000 characters or less, describe the project. • Riding on the coattails of last year's successful 3-day 4theLove Festival, co-sponsored by the Big Island Dance Council (BIDC) and Grassroots Community Development Group,the BIDC Board decided to make the festival a biannual event open to the general public under the theme,"Dancing for Healthy Expression."The goal is to offer youth opportunities to participate in mind/body hip-hop events regularly over a 3-day summer weekend, promoting creativity, positive self-expression, physical activity, and community connection through dance and culture.The outdoor Hip-Hop Jam on Friday,July 10, 2026, will feature ciphers and contests. The Saturday,July 11, 2026, event will feature several master classes with nationally recognized hip-hop artists and the opportunity to interact with them at the Kea'au Armory in Herbert Shipman Park. The Sunday,July 12, 2026, event will be held at a beach park, allowing families to participate with their children in hip-hop events as a form of family and community bonding. *43. 501(c)(3) Mission Statement To strengthen our communities through the cooperative development of programs for East Hawaii and to promote quality programs for youth and families. *44. Big Island Dance Council co-sponsored this youth-driven 3-day event last October 2025 with Grassroots Community Development Group (GCDG) as part of their 50th Anniversary celebration. The calendar of events included bringing in hip-hop and related artists to celebrate decades of dance education and healthy mind/body practices.The site of this year's first day event on Friday,June 26, 2026,will be Ola'a Skatepark, a facility planned and built by GCDG for healthy activities for youth and their families. *45.
