Dear Chairman Arakaki and Council Members:
Enclosed is a resolution proposing the establishment of a sister-city relationship
between Sumoto City (Awaji Island), Japan and the County of Hawaii.
This application has been pending since June, 1999, due to the lack of a private
sector sponsor, as required by Ordinance 92-106.
We have now received a commitment from the Hawaii Florists and Shippers
Association (see enclosure). As such, we are recommending the Council's
approval of this relationship.
Please note that the resolution points out a visitation to Sumoto City (July 19-23,
2000.) Further note that we are expecting a delegation of 20 students and eight
chaperones from Sumoto City and Ikaho-machi to visit the Big Island on August
18-23, 2000. Homestays for the students will be provided by the Waiakea
Intermediate School Ukulele Band members and their families.

Awaji, island in Hyogo Prefecture, Japan. It is the largest Island in the Inland Sea, between the main
islands of Shikoku and HonshO. Fanning, fishing, and pottery making are the chief occupations. The
island is a tourist destination known for the tidal whirlpools in Naruto Straits, between Awaji and
Shikoku, and for the traditional puppet theater, a 400-year-0Id folk art said to have originated there.
Awaji Island is the midpoint of the Seto Ohashi bridge connecting Honsh0 to Shikoku, part of which
opened in 1988. The largest city and administrative center of the island is Sumoto. Area, 593 sq km
(228 sq mi); population (1990) 166,218.

SISTER -CITY
SERVICE AGREEMENT
At the mutual consent between the County of Hawaii and the Hawaii Florists and
Shippers Association, it is agreed that the aforementioned parties hereby enter into a
"SERVICE AGREEMENT" for the purpose of maintaining and sustaining a viable and
meaningful sister -city relationship between the County of Hawaii and Sumoto City,
Japan.
This SERVICE AGREEMENT shall be in conformance with Resolution 16 -97 dated
January 22, 1997, and Ordinance 93 -102 dated October 8, 1993.
It is hereby attested that the undersigned parties shall, to the best of their respective
ability, agree to the following covenants, to wit:
COUNTY RESPONSIBILITIES
Initiate and coordinate the planning of visitations to Sumoto City; said visitations
are recommended to occur once every five years as stated in Ordinance 93 -102.
Accord mailing services as requested by the Hawaii Florists and Shippers
Association.
Provide and /or share entertainment, meal and logistical expenses.
Provide and /or share expenses for gifts, mementos, leis, etc.
Transmit the County's annual report, applicable brochures, other documents of
interest, and video tapes as appropriate.
Document visitations to include a pictorial account of important events in the
relationship.
HAWAII TROPICAL FLOWER COUNCIL RESPONSIBILITIES
Assist in the coordinating and planning of official visitations.
Assist in the hosting of sister -city guests, be it on formal visitations or courtesy
calls.
On private sector tours to Sumoto City, visitors may serve as the County's
ambassadors of goodwill and deliver appropriate greetings and mementos from
the County.
Encourage exchange programs, be it cultural, trade, agricultural, scientific,
student, etc.
Maintain an open line of communication with Sumoto City.
Consider trade mission(s) tied in with commensurate exposition(s).

Mayor Stephen Yamashiro announced today that the June 25 "Ukulele
Band Concert" featuring the Waiakea Intermediate School Ukulele Band was a
success. The fundraising event will now enable the band to accept invitations to
participate in three Hawaiian themed festivals in Japan this summer.
The committee planning the event included the Mayor's office, the
Japanese Chamber of Commerce and Industry, the Japanese Community
Association and Band Director, George Camarillo, Jr. This private sector effort
raised in excess of its $25,000 goal thanks to the advance ticket sales and the
strong support from corporate/business donors.
The first leg of this visit will be to Sumoto City (Awaji Island) July 19-23,
and they will participate in their Awajishima Matsuri and the Japan Flora 2000
Exhibition. The delegation will include Mayor Yamashiro; Rudy Legaspi, Sister-
city Protocol Officer; George Camarillo, Jr., Band Director, along with 10 students
(band members); and Raymond Suefuji, President of the Hawaii Florist and
Shippers Association (HFSA).

In addition to performing at the festival and giving demonstrations, the
mayor's agenda will include signing documents in support of establishing a
sister-city relationship with Sumoto City. There will be a separate agreement
with the Hawaii Florists and Shippers Association, which has committed to serve
as the required private sector organization which will assist the County in
maintaining a viable and mutually beneficial sister-city relationship. The
sister-city resolution will be forwarded to the Hawaii County Council for its action,
hopefully, by mid-August, and prior to Sumoto City sending a delegation of
students and visitors to the Big Island on August 17-21.
The visit will continue to Hawai-cho, a sister-city since 1996, to perform at
their annual Hawaii-Matsuri (July 23-26). The WIS Band will be on stage along
with Ray Fonseca and his Halau, which Hawai-cho has invited and has
generously paid all travel expenses and lodging costs.
While in Hawai-cho, at the calling of Mayor Masanao Inoue, there will be a
summit meeting of Mayors S. Yamashiro, M. Inoue (Hawai-cho); S. Fujie
(Oshima Island), M. Ishizaki ftaho-rnachi), and K. Nakagawa (Sumoto City), to
discuss areas of mutual interest for the perpetuation and betterment of sister-city
relationships.

The third and final visit will be to Ikaho-machi, a sister-city since 1997.
The WIS Band will be featured at Ikaho-machi's annual Hawaiian Festival
August 8-13, along with Kumu Hula Paleka Leinaala Mattos, Hula Halau 'O
Kamuela, the winners of the 2000 Merrie Monarch Festival. Ikaho-machi, since
the inception of that sister-city relationship, has paid all expenses for the annual
winner of our Merrie Monarch Festival to perform at their festival. The Halau will
be accompanied by Dot Thompson, Director of the Merrie Monarch Festival.
Mayor Yamashiro stated that this major fundraising undertaking in a short
period of time indicated the wide community support for a worthy endeavor which
will go a long way in sharing information in areas such as tropical agriculture,
tourism, cultural and educational issues which can only enhance each and every
sister-city association.
