HomeMy WebLinkAboutRES 611 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAIʻI, DEPARTMENT OF THE ATTORNEY GENERAL, TO RECEIVE A GRANT FOR THE HAWAIʻI POLICE
DE-ESCALATION TRAINING PROJECT.
WHEREAS, Section 46-7 of the Hawai‘i Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other
public body respecting action to be taken pursuant to any of the powers granted to the County by law and furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS, the State of Hawaiʻi, Department of the Attorney General, has authorized $129,033 in federally derived funds to be provided to the County as a grant for the Hawaiʻi Police De-escalation
Training Project; and
WHEREAS, the Hawaiʻi Police Department wishes to enter into an agreement with the State of Hawaiʻi, Department of the Attorney General, to receive these grant funds; and
WHEREAS, Verbal Judo de-escalation training for law enforcement is effective in teaching students how to use specific strategies and tactics to find peaceful resolutions; and
WHEREAS, compared to traditional role-play training, virtual reality is more effective and supports long-term skill retention; and
WHEREAS, due to budget constraints, it is unlikely that the Hawaiʻi Police Department will be able to afford to lease training equipment beyond the project period of this grant; and
WHEREAS, the funds from this grant will be used to purchase:
1. One virtual reality de-escalation training equipment package;
2. An instructor-led, four-day Verbal Judo training and certification for ten police officers;
3. A web-based, two-day Verbal Judo recertification for five police officers; and
4. Travel accommodations for a Verbal Judo instructor; and
WHEREAS, Verbal Judo certification and recertification is valid for two years and allows recipients to provide training to other individuals; and
WHEREAS, purchasing virtual reality training equipment and training and certifying police officers in Verbal Judo will allow de-escalation trainings to be provided to more officers and
civilian staff in different areas of the County; and
WHEREAS, Verbal Judo training aims to prepare police officers for the unpredictable realities that will be encountered while on duty, thereby increasing the safety of the community as
well as those directly affected; now therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 46-7 of the Hawai‘i Revised Statutes, the Mayor is hereby authorized to enter into an agreement with
the State of Hawaiʻi, Department of the Attorney General, for the purposes hereinabove described.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; Diane T. Nakagawa, Director of
Finance; and Reed K. Mahuna, Chief of Police.
