HomeMy WebLinkAboutRES 616 Draft 01 2024-2026A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAIʻI, DEPARTMENT OF HEALTH, FOR THE INSTALLATION AND MAINTENANCE OF TWO NALOXONE
NASAL SPRAY DISTRIBUTION BOXES.
WHEREAS, Section 46-7 of the Hawai‘i Revised Statutes requires the consent of the Council in order for the County to enter into an agreement with the federal government or any other
public body respecting action to be taken pursuant to any of the powers granted to the County by law and furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS, the State of Hawaiʻi, Department of Health, (hereinafter “DOH”), through its Alcohol and Drug Abuse Division, desires to enter into an agreement with the County to facilitate
the installation and maintenance of two freestanding DOH-labeled naloxone nasal spray distribution boxes (hereinafter “NDBs”) in Hilo at the County Building and in Kona at the West
Hawaiʻi Civic Center to increase public access to life-saving overdose reversal medication and reduce the number of opioid related deaths occurring in the State of Hawaiʻi; and
WHEREAS, the Office of the Mayor will receive and maintain these NDBs; and
WHEREAS, NDBs are a critical, life-saving resource that bring overdose reversal medication directly into the community, where and when it is needed most; and
WHEREAS, opioid overdoses often occur in public or semi-public spaces, and timely access to naloxone can mean the difference between life and death; and
WHEREAS, beyond emergency response, the presence of naloxone distribution boxes reflects the County’s commitment to a proactive, compassionate approach to public health and safety and
normalizes life-saving intervention, reduces stigma, and supports ongoing outreach and harm reduction efforts already underway across Hawaiʻi Island; and
WHEREAS, DOH will provide the NDBs at no cost to the County; and
WHEREAS, this proposed agreement does not involve the expenditure or receipt of any funds; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that, pursuant to Section 46-7 of the Hawai‘i Revised Statutes, the Mayor is hereby authorized to enter into an agreement with
the State of Hawai‘i, Department of Health, for the purposes hereinabove described.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Honorable C. Kimo Alameda, Mayor of the County of Hawaiʻi; Renee Schoen, Corporation Counsel;
Benson Medina, Director of Research and Development; and the State of Hawaiʻi, Department of Health, Alcohol and Drug Abuse Division, 1250 Punchbowl Street, Honolulu, HI 96813.
