SUBJECT: TRAFFIC CODE AMENDMENT
Kinoole Streeet: Extend One-Way Traffic Pattern to Kukuau Street
The Kinoole Street and Kukuau Street one-way detour routes from Ponahawai Street to Kukuau Street to Kilauea
Avenue were implemented for the construction of the Kilauea Avenue Bridge/Alenaio Stream Improvement project.
With the pending completion and opening of the Kilauea Avenue Bridge to two-way traffic, the Department of Public
Works, Traffic Division, is recommending that Kinoole Street between Ponahawai Street and Kukuau Street be
permanently established as a one-way street in the Puna direction. This pattern change that was closely monitored
during the construction period significantly improved traffic flow at the intersection of Ponahawai and Kinoole
Streets. It also allowed for more parking for businesses and residents along this section of Kinoole Street. The one-
way movement also made it easier to clear all traffic lanes of vehicles directly in front of the Central Fire Station for
smoother egress by fire response vehicles during emergency calls.
Kukuau Street will revert back to its original mauka bound one-way pattern. The Traffic Division received many
complaints from residents and motorists concerning speeding along Kukuau Street and the poor sight distance at the
Kilauea Avenue/Kukuau Street intersection.
We plan to implement this project when the Kilauea Avenue Bridge is completed by Nova Construction.
We request the Hawaii County Code, Chapter 24, Article 10, Section 24-267, Schedule 15 (One-Way Street) under
Hilo be amended as described in the attached draft for an ordinance. A location map is attached.
