Subject Line: Bill 165 Opposed! Preserve the Maintenance Fund Safeguards in the
Hawai’i County Charter
Aloha Council members and Deputy Director Malia Kekai,
Maintenance Fund Safeguards MUST REMAIN IN THE CHARTER, where they can
only be changed by a vote of the people. These safeguards are necessary to
provide a framework for the County Code. These components must not be
changed by adverse councils or administrations in the future.
These provisions will protect the funding for non-profits and include oversight by
the PONC commission and citizens.
1. Deposits made to the fund must be added (at least yearly) , otherwise the
Maintenance Fund will not be properly funded.

2. Accounting details should be made transparent, so citizens can
WATCHDOG how our tax dollars are being spent. Details are important to
know. Citizens want to know how their Hawaii County tax dollars are spent,
where, why and for what purpose.
3. A broad outline of the process to provide a framework in the charter should
also be transparent, so it is clear that the PONC commission’s oversight is
included and the Department of Finance and the Council participate in the
decision.
Mahalo to the Hawai’i County Council, we trust you to represent us and vote NO
on Bill 165 if these changes are not included and if there is no Code amendment
that states the details of the uses of the Maintenance Fund.
