Subject:Bill 165 - special attention needed
Aloha Council members!
Without proper safeguards to continue maintenance funding I urge the Council to vote
'NO' as currently written. Don't let this landmark legislation derived through public action
and voter validation be undermined.
THESE COMPONENTS MUST REMAIN IN THE CHARTER, where they can only be
changed by a vote of the people, to provide a framework for the county code and
cannot be changed by adverse councils or administrations in the future. These
provisions will protect the funding for the non-profits and include oversight by the
''
PONC commission and citizens.
1. WHEN deposits are made to the fund, they must be added (at least yearly),
properly,
otherwise the Maintenance Fund may not be funded and therefore,
effective.
2. Accounting details are important so citizens can WATCHDOG how our tax
dollars are being spent.
3. A broad outline of the process to provide a framework of the process should
be clear so that the 'PONC' commission’s oversight is expressive, and the
Department of Finance, and the Council, can participate
in any decisions.
