Subject:Oppose Bill 165!!
Bill 165 Opposed! Preserve the Maintenance Fund Safeguards in the Hawai’i County Charter
Aloha Hawai`i County Council Members and Deputy Director Malia Kekai,
THESE COMPONENTS MUST REMAIN IN THE HAWAI`I COUNTY CHARTER, where they can
only be changed by a Vote of the People to provide a framework for the Hawai`i County Code
and cannot be changed by adverse councils or administrations in the future. The following
provisions will safeguard the funding for the non-profits and include oversight by the PONC
commission and citizens.
1. Maintain a consistent deposit on a monthly or annual basis to the Fund must be made,
otherwise the Maintenance Fund may not be funded at all .
2. Accounting details so citizens can WATCHDOG how our tax dollars are being
spent. Details are important to know how, where, why the money is spent, and for what
purpose.
3. A broad outline of the process to provide a framework of the process in the Charter so it
is clear that the PONC commission’s oversight is included and the Department of Finance and
the Council participated in the decision.
Mahalo to you. We trust the Hawai`i County Council to represent us, citizens who live in your
specific official elected District and to vote NO on Bill 165, if the above changes are not
included and if there is no Code amendment outlining exactly how much in detail to the fund-
use of the Maintenance Fund.
