Mahalo, Mr. Relley Araceley Office of the County Clerk County of Hawaii 25 Aupuni Street, Suite 1402 Hilo, HI 96720 (808) 961-8429 From: Debi Javar <debijavar@gmail.com> Sent: Wednesday, July 22, 2026 11:38 AM To: Council Remote Testimony <councilremotetestimony@hawaiicounty.gov> Subject: BILL 165, DRAFT 2 RE: PONC Aloha. I STRONGLY OPPOSE BILL 165, DRAFT 2, and ask that you all also oppose this. Hawai'i has an extremely limited land base. Therefore, It's extremely Essential that we protect, preserve and restore important and irreplaceable cultural and environmental resources. This is what, we the public voted for in 2020. Now, only six years later, changes are being sought with Bill 165. Again, I STRONGLY OPPOSE BILL 165, DRAFT 2 because this will essentially undermine what is already in place, making the funds more vulnerable to mismanagement and abuse. So, PLEASE, I STRONGLY URGE you all to OPPOSE BILL 165, DRAFT 2 and do what is Right and Just to Protect our Precious but extremely limited cultural and land resources. Mahalo, Debra M.
