Your Committee on Finance, to which was referred Resolution No. 604-26, reports as follows:
Resolution No. 604-26, transmitted by Finance Director Diane Nakagawa via Communication
No. 959, dated July 6, 2026, authorizes the Mayor to enter into an intergovernmental agreement with
the State of Hawaii, Department of Transportation, to receive funds to update the County's motor
vehicle registration system to implement a surcharge designated for the Safe Routes to School
program.
This resolution allows for the receipt of $6,282.72 of federally -derived funds for expenses associated
with programming and updating the County's motor vehicle registration system.
Finance Director Diane Nakagawa and Vehicle Registration and Licensing Administrator Naomi O'Dell
were present and provided a brief overview.
Committee Member Jenn Kagiwada asked whether these funds would be dedicated to the State or
whether the County would be able to utilize them. Ms. Nakagawa stated that these funds are designated
for the State.
Committee Chair Matt Kaneali`i-Kleinfelder expressed concern and asked whether the County was
required to approve this. Ms. Nakagawa said yes.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 604-26, and
recommends its adoption.
