RESOLUTION NO. 621. 26
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF FIRST
RESPONDERS FOR THE PURCHASE OF OFFICER WELLNESS RESOURCE
BOOKS.
WHEREAS, Friends of First Responders (FOFR) is a 501(c)(3)nonprofit organization
that is committed to the mental health and relational wellness for first responders and their
`ohana on Hawai`i island; and
WHEREAS,FOFR is requesting funds for the purchase of Officer Wellness Resource
books,which will serve a public purpose by benefiting, improving, or promoting the interests of
public health and welfare of the people and the environment;now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawaii County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 6 are hereby transferred to the
Department of Liquor Control to provide a grant to FOFR for the expenses and purposes
identified in"Exhibit A," a copy of which is attached hereto and incorporated herein by
reference, in the following amount as set forth below:

The project will provide copies of Emotional Survival for Law Enforcement: A Guide for Officers and Their Families
by Kevin M. Gilmartin to support the emotional wellness and resiliency of Hawai'i Police Department(HPD) recruits,
officers, and their families. The book will be distributed at Critical Incident Stress Management trainings, which all
Peer Support Unit members are required to attend; at Family Support Night,which is held for the family members
of all recruits entering HPD; and to the National Alliance on Mental Illness(NAMI),which provides Crisis
Intervention Team training for first responders and has requested copies of the book.The book will also be made
available to HPD's Public Safety Counselor and Chaplains,who regularly support and counsel first responders
experiencing stress and their family members.

funds.
The project aims to provide a copy of Emotional Survival for Law Enforcement: A Guide for Officers and Their
Families by Kevin M. Gilmartin to all new law enforcement recruits graduating from the Hawai'i Police Department,
as well as copies for HPD Chaplains and Peer Support Unit members to distribute in their work with first responders
and their families.The measurable outcome will be the distribution of the book to graduating recruits and HPD
support personnel to increase access to resources that promote emotional wellness and resilience and support law
enforcement officers and their families.
