A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF FIRST
RESPONDERS FOR THEIR FIRST REPONDERS' KIDS' CAMP.
WHEREAS,Friends of First Responders is a 501(c)(3)nonprofit organization that
commits'to the mental health and relational wellness of first responders and their `ohana on
Hawai`i Island; and
WHEREAS, Friends of First Responders is requesting funds for a graphic designer
stipend, and camp t-shirts and cinch bags,which will serve a public purpose by benefiting,
improving, or promoting the interests of educational concerns, and the public health and welfare
of the people and the environment; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that, in
accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as
amended), Contingency Relief funds from Council District 4 are hereby transferred to the
Department of Liquor Control to provide a grant to Friends of First Responders for the expenses
and purposes identified in"Exhibit A," a copy of which is attached hereto and incorporated
herein by reference, in the following amount as set forth below:

The First Responder Kids'Camp will provide a peer-support experience for children of first responders,addressing
some of the unique stresses they face.The day camp will focus on supporting children who experience fear
regarding their parents'safety; challenges associated with parents'shift work, including weekends, holidays, and
24/7 schedules; and the impact of parents missing important events, birthdays,family celebrations, and school
activities.The camp will also focus on strengthening healthy relationship skills.

'ohana on Hawai'i island.

The First Responder Kids'Day Camp originated with the Friends of First Responders(FOFR) and was made possible
through a collaboration with the Island of Hawai'i YMCA. FOFR is involved in the planning and implementation of
the project,which includes, but is not limited to, coordinating with the Hawai'i Police and Fire Departments for
special activities; working with the Hawai'i Police Department's Public Safety Counselor to provide therapeutic
sessions; coordinating with the Faith Community to assist with the camp; seeking funding sources; conducting
overall planning with the Island of Hawai'i YMCA; and overseeing the budget.

Public Purpose of Requested Funds
Per§2-138 of the Hawaii County Code 1983 (2016 Edition, as amended),the County may grant an award only if
the proposed program or service provides direct public benefits and fulfills a public purpose within the County.

funds.
This Contingency Relief Funds request will cover registration for eight children to attend the First Responder Kids'
Camp for five days (October 5-9, 2026),from 6:30 a.m. to 5:30 p.m., at no cost to the children or their parents.
Registration is valued at$250 per child. First responder parents will have peace of mind knowing their children are
cared for and supervised by trained staff. All participating children will receive breakfast, lunch, and snacks daily
and will participate in activities including, but not limited to, indoor and outdoor activities, arts and crafts,creative
activities,sharing,journal writing, reflection time, physical exercise, and other camp activities.
