STATE OF HAWAII RESOLUTION NO. 623 26 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO FRIENDS OF THE FUTURE TO UPGRADE THE AUTOMATED EXTERNAL DEFIBRILLATOR FOR `O`OKALA MAUKA COMMUNITY ASSOCIATION. WHEREAS,Friends of the Future is a 501(c)(3)nonprofit organization that that envisions harmony and balance among the diverse people of Hawai`i and encourages each person to contribute their deepest values, create shared visions, and continuously improve their communities; and WHEREAS, Friends of the Future is requesting funds for expenses relating to the upgrade of the Automated External Defibrillator(AED)for the `O`okala Mauka Community Association,which will serve a public purpose by benefiting, improving, or promoting the interests of public health and welfare of the people and the environment. This AED is an important community emergency response resource that may be used to provide immediate assistance during cardiac emergencies while awaiting the arrival of emergency medical personnel; now,therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,in accordance with section 2-139(a)(2)(C) of the Hawai`i County Code 1983 (2016 Edition, as amended), Contingency Relief funds from Council District 1 are hereby transferred to Hawai`i Fire Department to provide a grant to Friends of the Future for the expenses and purposes identified in"Exhibit A,",a copy of which is attached hereto and incorporated herein by reference, in the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $250 OUT AND FROM: 1010-11-10191 Clerk-Council SVC—Contingency Relief $250 CREDITED TO: 1010-21-62102 Hawai`i Fire Department $250 Fire Operations OCE 530115 Misc. The request is for a replacement battery and adult electrode pads for the'O'okala Mauka Community Association's automated external defibrillator(AED). The AED is an important community emergency response resource that may be used to provide immediate assistance during cardiac emergencies while awaiting the arrival of emergency medical personnel. Given the rural nature of'O'okala and its distance from major medical facilities, maintaining access to a functioning AED is especially important. Funding will ensure that the AED remains operational, properly maintained, and available for use by community members, helping to improve emergency preparedness and promote public health and safety. *44. 501(c)(3) Mission Statement Friends of the Future facilitates a vision of lokahi N harmony and balance N among the diverse people of Hawai'i and encourage each person to contribute their deepest values, to create shared vision, and to continuously improve our communities. *45. Friends of the Future is a community capacity-building organization that supports grassroots initiatives that improve the quality of life in Hawaii's communities. Jerome Siebenrock, Coordinator of the'O'okala Mauka Community Watch, sought a fiscal sponsor to support this community-based public safety effort and partnered with Friends of the Future.The project aligns with Friends of the Future's mission by strengthening community resilience, supporting local volunteer leadership, and helping maintain a critical emergency preparedness resource for a rural community where access to medical services may require additional travel time. *46. Given the rural location of'O'okala and the time that may be required for emergency responders or residents to reach advanced medical care, maintaining the AED in a state of readiness will strengthen community emergency preparedness and provide access to potentially lifesaving assistance during cardiac emergencies until qualified medical personnel arrive on the scene.
