A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN
INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF HAWAII,
DEPARTMENT OF LAND AND NATURAL RESOURCES,TO RECEIVE A GRANT
FOR FOUR ATTENDEES TO PARTICIPATE IN THE NATIONAL ALLIANCE OF
PRESERVATION COMMISSIONS FORUM 2026.
WHEREAS, Section 46-7 of the Hawai`i Revised Statutes requires the consent of the
Council in order for the County to enter into an agreement with the federal government or any
other public body respecting action to be taken pursuant to any of the powers granted to the
County by law and furnish, expend, and receive any funds or other assistance in connection with
projects being or to be undertaken pursuant to those powers; and
WHEREAS,the State of Hawai`i,Department of Land and Natural Resources, State
Historic Preservation Division,has authorized approximately$20,192 in federally derived funds
to be provided to the County as a grant; and
WHEREAS,the Planning Department wishes to enter into an agreement with the State
of Hawaii,Department of Land and Natural Resources,to receive these grant funds; and
WHEREAS,funds from this grant will be used to cover travel stipends for two staff
members from the Planning Department and two Cultural Resources Commissioners to attend
the National Alliance of Preservation Commissions FORUM 2026 in Minneapolis,Minnesota
from July 22 to July 26,2026; and
WHEREAS,the National Alliance of Preservation Commissions strives to build strong
local preservation programs and leaders through education,training, and advocacy; and
WHEREAS,training and technical sessions offered at the forum include planning,
zoning integration, community engagement, and design guidelines; and
WHEREAS,the forum will provide attendees with valuable knowledge to better support:
1. The protection of Hawai`i's cultural and natural resources;
2. The encouragement of the economic benefits of preservation in communities;
3. Compliance with State and Federal requirements; and
4. Goals identified in the General Plan;now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that,
pursuant to Section 46-7 of the Hawaii Revised Statutes,the Mayor is hereby authorized to enter
into an intergovernmental agreement with the State of Hawaii,Department of Land and Natural
Resources,for the purposes hereinabove described.
BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Honorable C.Kimo Alameda,Mayor of the County of Hawai`i;Diane T.
Nakagawa,Director of Finance; and Jeffrey W. Darrow,Planning Director.
