using the crosswalk at the intersection of Ainako Avenue and Manulele
Street. Karen Mitsuyoshi, principal of EB De Silva Elementary School
is emphatic in her request for a crossing guard despite the low numbers
of children using that crosswalk (11 on average). The chances are there
for an injury or death to children utilizing the crosswalk. A crossing

Subject: AINAKO AVE./MANLTLELE Sr. SAFETY CONCERN
I am requesting the placement of a school crossing guard at the crosswalk
located at the intersection of Ainako Avenue and Manulele Street below E. B. de
Silva Elementary School. An evaluation of the area was conducted by Randy
Apele, Acting Lieutenant, Traffic Services Section and the observations were
documented in his memo to Chief Carvalho on March 30, 2000.
I disagree with Lieutenant Apele's recommendation that a school crossing guard
not be placed at this intersection and, in fact, cite the findings from his evaluation
of the area to further strengthen my belief in the urgent need for a crossing
guard at that crosswalk beginning the new school year in August, 2000. In his
memo, Lieutenant Apele states that an average of eleven children used the
crosswalk in the morning and afternoon on the specific day that his staff did the
observation. I did not realize that there were that many students using that
crosswalk. Continued observations may reveal more students using that
designated crosswalk. My heartfelt appeal to you for the placement of a crossing
guard at his crosswalk would be requested even if only one student needed to
cross the street at this intersection. The increase in students crossing the street
after one only serves to increase the probability of a child being injured or killed
if hit by a car. If there is the chance that even one of those eleven students could
be injured or killed by a speeding vehicle, that statistic would be one child too
many for all of us.
In refuting Lieutenant Apele's recommendation, I also believe that the limited
number of students walking home on Ainako Avenue exacerbates this
potentially hazardous situation. If drivers visually observe many students
walking to and from school daily, the tendency would be to exercise extreme
caution and this practice would become habitual on the part of regular motorists.
However, because drivers do not see many children walking, drivers have not

developed the habit of mind to slow down to the safe posted speed limit.
Ainako Avenue has a posted speed limit of 25 miles per hour. The speed survey
conducted by Lieutenant Apele reveals that the average speed of about three
hundred (300) vehicles on that given day was 33 mph. One vehicle was clocked
at 45 mph. Those of us who traverse this street on a daily basis can tell you that
motorists speed beyond the 25 mph posted limit going both ways. I can tell you
fr om experience that a driver must brake a vehicle nearly all the way down the
hill from the top of steep Ainako Avenue to be within the 25 mph limit. Also,
most drivers going mauka on Ainako are observed picking up speed from the
area by the school beyond the 25 mph limit to get the momentum to climb the
steep incline. Drivers on Ainako need the assistance of a crossing guard to
consistently remind them to "slow down." The imminent danger of a student
getting hit by a car not being able to stop m time must be immediately corrected
by those of us responsible for the safety of our children.
Pedestrians have the right of way and cars should be stopping for any student
waiting to cross the street, but community members in the area express that
they do not observe this occurring. Our students have been instructed by their
teachers and parents to exercise good safety procedures when walking to and
from school and crossing any street. But we all know that at any given moment,
a child can, in a split second, engage him /herself in an impulsive dangerous act,
such as not looking both ways more than once or running across to beat a car,
and this split second act could result in a fatality or injury.
Lieutenant Apele's memo suggests several follow up measures that could
alleviate the dangerous situation at this intersection. He suggests the placement
of proper signage near the crosswalk to increase driver awareness and
community action with the community policing section to educate motorists of
the safety concern. Besides classroom education on safe ways to cross the street,
the School Safety Committee will be placing this issue on the agenda to identify
other possible solutions to make the area safe for students using the crosswalk at
this intersection.
Another suggested solution is to move the crossing guard stationed at the street
lights along the Kaumana / Ainako Avenue intersecti on to the Ainako
Avenue/Manulele Street intersection. That crossing guard was requested by me
many years ago before the street lights were put in place. That intersection was
used by even less students at the time, but posed a serious safety hazard for the
few students that did cross that major thoroughfare up to Saddle Road. At that
time all parents of students who walked home using that intersection were
contacted and informed of the safety risk. The strategic placement of the
crossing guard at that time may be the reason there were no injuries or fatalities.
The same concerns I expressed at that time are reiterated at this time for the
students who need to cross Ainako Avenue to get to and from school. Being an
older residential subdivision, many of the original owners of homes are no
longer there and their homes are being rented. Two of my personal relatives
now rent their homes in this area. Families renting these home are those with
young children, many of whom look for homes in the area to send their children
to de Silva School. As a result, there may be continued increase in the number of
children who may be walking to and from school.
While I do not agree with Acting Lieutenant Apele's recommendation, I
commend him for his immediate follow up to Patricia Tsue's complaint and am
grateful for his communication of the documented evidence of his observations.
For the safety of all of the children at de Silva School, I implore you to consider
my request for a crossing guard to be placed at the intersection of Ainako
Avenue and Manulele Street. Let's insure that we have done all we can to keep
our keikis safe.
