Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 602-26, reports as follows:
Resolution No. 602-26, transmitted by Temporary Fire Chief Daniel J. Volpe, via Communication
No. 955, dated June 29, 2026, authorizes the Mayor to enter into an intergovernmental agreement
with the United States Department of the Interior, National Park Service, for interagency public safety
coordination.
Resolution No. 602-26 establishes a working relationship between the National Park Service and
Hawaii Fire Department (HFD) to allow for the coordination of personnel, services, equipment, and
facilities required for the protection of life and properties during emergency incidents.
Chief Volpe was present on Zoom to answer questions. He began by outlining the history of the
relationship between HFD and the National Park Service. Chief Volpe explained this is a renewal
document to keep their contracts compliant based on current executive orders.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 602-26, and recommends its adoption.
