Re: Resolution Creating Positions
Enclosed is a resolution creating 2 School Crossing Guard positions for the
Kealakehe Elementary and Intermediate Schools.
These positions were not included in the FY 2000-01 budget because the
problem at Kealakehe did not surface until a letter was received from District
Superintendent Dan I. Sakai dated May 30, 2000.

Hundreds of children walk to and from school between the two adjoining
campuses of Kealakehe Elementary School (population 995) and Kealakehe
Intermediate School (population 941) every day. The heavy traffic and
speeding conditions at the intersections of: 1) Kealakehe Street and
Kealaka'a Street and 2) Kealakehe St and Onipa'a Street), pose a great
danger to the children on a daily basis. These intersections are
governed by two-way stops, Kealakehe Street being a through street, and
Kealaka'a and Onipa'a Streets with stop signs.
2. Can new duties be assigned to existing positions or handled in other way such as short
term contracts, etc.
No. Two other school crossing guards are assigned at the intersection
of Kealaka'a and Kumakani Streets.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
Position will greatly increase the safety factor for students crossing
these two busy intersections.

4. Altematives that were considered in lieu of new position. (Have technological changes
been considered?)
Kealakehe Neighborhood Watch has manned the two intersections with
volunteers, but they do not have the authority to stop traffic. Our
community police officers have also assisted with traffic control but
they cannot be there regularly.
5. Why were manpower needs not planned through budgetary process?
The problem has just surfaced with the letter of request from District
Superintendent Dan Sakai.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)

Dear Chief Carvalho:
This is to request your assistance in securing two additional crossing guards
to serve in the Kealakehe Elementary and Intermediate School area before
and after school. Two crossing guards are needed at the intersection of
Kealakehe Street and Kealaka'a Street and the intersection of Kealakehe
Street and Onipa'a Street.. As you know, Kealakehe Intermediate and
Kealakehe Elementary have adjoining campuses that are surrounded on three
sides by a number of subdivisions as well as low and moderate income
multi-family residences. Kealakehe Elementary School has a student
population of 995 in grades kindergarten to 5 and Kealakehe Intermediate
has a population of 941 in grades 6 to 8.
Both schools are currently served by a single crossing guard posted at the ~U'L "
intersection of Kealaka'a and Kumakani Streets. Hundreds of elementary 1W wl~
and intermediate school age children walk to and from school each day. The
two additional intersections that children must cross to get to and from
school are dangerous. Neither intersection is a four-way stop, thereby
making these intersections particularly troublesome for pedestrians. The
Kealakehe Neighborhood Watch has posted volunteers at the intersections
discussed above, but they lack the authorization to stop the traffic in order
for the children to safely cross the street. The community police officers
have also monitored these intersections, but cannot always be present to

assist with traffic control. Daily, children who live in the neighborhood
brave the heavy and often times speeding traffic in order to go to and from
school. The traffic is particularly heavy during the mornings and afternoons
because of the three schools in the area - Kealakehe Elementary, Kealakehe
Intermediate and the new Hualalai Academy.
Your assistance in providing additional crossing guards at Kealekehe will be
appreciated by the school community. If I can provide additional
