Re: Tes?mony In Support of Bill 173
Aloha, Chair Kaneall’i Kleinfelder, Vice Chair Hustace & County Council Members.
Thank you for the opportunity to submit opinions regarding this proposed bill. I am submi?ng
tes?mony in support of Bill 173 which would establish a new “Bed & Breakfast” property tax class for
any property that is a vaca?on rental and the owner’s principal residence; establishes a three percent
annual assessment increase cap for the new tax class; and establishes a temporary tax amnesty period
for proper?es that have exis?ng vaca?on rentals in viola?on of the restric?ons of the homeowner class
to either cease the rental ac?vity or to properly register the rental ac?vity without being penalized.
I thank the Council members for listening to your cons?tuents and bringing forth this bill. It is a huge
step toward helping people who need the income from a short term rental to make ends meet and
should alleviate much of the prior opposi?on expressed by many tes?fiers in previous mee?ngs on the
various bills regarding short term rentals. I commend the Council for considering this bill and encourage
you to vote it into law.
