Mahalo for your continued service to the people of Hawai ʻ i Island. While I am an O ʻ ahu resident and candidate for OHA At-Large Trustee, many of the issues before your Council have statewide significance and deserve broad public support. RESOLUTION 602 – Intergovernmental Agreement with the National Park Service (Public Safety Coordination) SUPPORT I support this resolution. Emergency situations do not recognize jurisdictional boundaries. Improving coordination between the Hawai ʻ i Fire Department and the National Park Service will strengthen wildfire response, search and rescue operations, disaster preparedness, resource sharing, and public safety. With increasing wildfire risks across Hawai ʻ i, partnerships between agencies are both fiscally responsible and operationally effective. 1 RESOLUTION 603 – Coconut Rhinoceros Beetle Quarantine Enforcement STRONG SUPPORT I strongly support continued enforcement efforts against the Coconut Rhinoceros Beetle. Invasive species threaten Hawai ʻ i's agriculture, native ecosystems, cultural landscapes, and economy. Prevention is significantly less expensive than widespread eradication after establishment. Protecting coconut palms and other host species today helps preserve Hawai ʻ i's environment and reduces future costs to taxpayers. RESOLUTION 604 – Safe Routes to School System Update SUPPORT I support accepting available federal funding to modernize the County's motor vehicle registration system for implementation of the Safe Routes to School Program. Investments that improve pedestrian safety for children, schools, and surrounding communities are worthwhile when administered responsibly and transparently. RESOLUTION 605 – County Auditor Charter Amendment SUPPORT I support placing this Charter Amendment before the voters. Independent oversight and accountability are essential components of good government. Allowing the public to decide this proposed clarification through the democratic process promotes transparency and public trust. RESOLUTIONS 618, 619, and 620 – Community Grants SUPPORT I support these community grants because they invest directly in organizations serving the public. Supporting first responders through training and professional development, expanding conflict resolution and mediation services, and strengthening arts and cultural programming all contribute to healthier and more resilient communities. Although the funding amounts are modest, these investments can produce meaningful public benefits when accompanied by appropriate accountability and reporting. General Comments As Hawai ʻ i continues facing rising costs of living, housing challenges, infrastructure needs, and environmental pressures, I respectfully encourage the Council to continue emphasizing: • Fiscal responsibility and transparent budgeting. • Long-term infrastructure resilience. • Wildfire prevention and emergency preparedness. 2 • Invasive species control and biosecurity. • Affordable housing and workforce development. • Public accountability for all grant-funded programs. Every public dollar should deliver measurable value to our communities while preserving Hawai ʻ i's unique natural and cultural resources for future generations.
